Property management staff members go above and beyond to ensure each property managed becomes a pillar within its community through the creation of vibrant, connected spaces that support residents' emotional, physical and financial well‑being.

Position Summary

The Regional Manager is responsible for the operations of an assigned portfolio. The focus is on achieving company objectives, ensuring affordable housing compliance, and providing financial oversight of the portfolio. Responsibilities include maintaining the physical asset, fostering a quality living environment, and building positive, productive relationships with the community team. The role requires supervisory responsibility for Community Managers and indirect oversight of office staff and maintenance staff, including hiring, training, supervision, and corrective action.

Primary Responsibilities & Accountabilities
Operations
  • Oversee overall operations of assigned portfolio.
  • Implement Abode’s Regional Manager Blueprint tool to align portfolio management practices.
  • Ensure housing compliance at each community meets all federal, state and local requirements.
  • Manage financial oversight: draft operating budgets, 5‑year capital improvement plans, monitor monthly financials and address variances exceeding 5% promptly.
  • Conduct quarterly variance analysis and monitor revenue collection, delinquency follow‑up and subsidy/abatement concerns.
  • Uphold rent growth; collaborate with Compliance to schedule annual rent increases and gross rent changes.
  • Collaborate with the Director and SVP of Property Management to develop and implement property‑management policies and procedures.
  • Maintain occupancy level of 98% or higher; manage waitlist and advertising per the Fair Housing Marketing plan, keeping vacancy below 10 days.
  • Verify lease file compliance, accurate application processing, income verification, and other paperwork to maximize efficiency.
  • Ensure accurate transaction recording in Boston Post/MRI for all community activities.
  • Monitor unit turn processes to meet a 5‑day target and oversee annual recertification, inspections, and repair timelines.
  • Prepare audits and physical inspections, resolve findings within 30 days unless approved otherwise.
  • Manage project and maintenance budgets, negotiate with contractors, oversee quality inspections, and resolve budget variances promptly.
  • Respond to resident complaints, risk management incidents, legal counsel or legal matters, and serve as community representative for court proceedings.
  • Lead emergency maintenance situations, ensuring after‑hours response and communication with corporate leadership.
  • Maintain portfolio cleanliness, health, safety, and risk mitigation standards.
Staff Supervision
  • Supervise all Community Managers and indirectly oversee office and maintenance staff.
  • Collaborate with Community Managers on maintenance and operational issues.
  • Conduct individual and group staff meetings to communicate company directives and gather feedback.
  • Visit each site at least twice per month, with a minimum of three site visits per week.
  • Identify staff training needs, develop performance improvement plans, and support professional development.
  • Support time‑keeping policies, timecard review and payroll approval.
  • Foster an inclusive, productive work environment, recognize achievements, and prioritize team tasks.
  • Ensure staff attendance of required training such as fair housing, safety, non‑discrimination and harassment prevention.
  • Implement training programs for new hires and existing employees to meet operational standards.
Other Responsibilities
  • Attend Regional Manager Blueprint meetings.
  • Stay current on federal, state, and local operational updates.
  • Provide timely written responses to operational inquiries.
  • Collaborate with departments on special projects, trainings and implementations.
Special Projects

As designated by Director, SVP or designee.

Qualifications
  • High school diploma required.
  • 3+ years overseeing multiple properties.
  • 10 years of relevant multifamily residential property management experience, especially with affordable housing programs, Tax Credit, HUD, LAHD, HCD, CDLAC.
  • Minimum of 1 certification in LIHTC or HUD designation (National Affordable Housing Professional Certification TCS, HCCP, COS, or CPO).
  • Property Management Certification a plus.
  • Experience in operations, budgeting, move‑in processes, recertification, and inspections.
  • Strong working knowledge of Tax Credit, HUD, LAHD, HCD, CDLAC programs.
  • Knowledge of Fair Housing, State, Local, and other applicable laws.
  • Proven collaborative, values‑based leadership with measurable results.
  • Commitment to excellent customer service and empathetic communication.
  • Demonstrated leadership skills, building cohesive small‑ to medium‑sized teams.
  • Commitment to improving residents' quality of life through high‑quality affordable housing.
