Qualifications

• Bachelor’s degree or equivalent experience.
• Must be legally authorized to work in the United States without employer sponsorship now or in the future.
• Active Secret security clearance required for drafting staff packages and presenting sustainment concepts.
• 5+ years of experience in a GCC environment (preferably Navy) or senior service HQ level.
• 2+ years managing bilateral logistics portfolios and Security Cooperation programs (ACSA, FMS).
• 2+ years applying security cooperation management tools and logistics databases (G-TSCMIS, AGATRS; ETMS2).
• 1+ years in defense industrial base, depot-level maintenance processes, and global MRO networks.
• Travel internationally within USPACOM AOR and domestically 6-8 times per year (up to 20% of time).

Responsibilities

• Conduct high-level logistics capability assessments and facilitate partner engagements.
• Draft bilateral agreements and integrate regional MRO initiatives into joint operations.
• Operationalize RSF strategy within the Area of Responsibility (AOR).
• Coordinate across JLEnt and foreign military counterparts.
• Plan and execute bilateral staff talks, working groups and forums with regional allies.
• Draft, negotiate, and maintain ACSA/MOU/MOA/IA instruments.
• Align sustainment initiatives with Theater Security Cooperation programs.
• Coordinate capacity-building projects and FMS sustainment for interoperability.
• Ensure compliance with DoDD/DoDI/Joint Publications and statutory authorities.
• Deliver executive-level briefings to GO/FO and foreign defense dignitaries.
• Coordinate logistics activities with Service Components and Defense Agencies.
• Synthesize logistics posture across TCP/TPP/TSCP.
• Contribute to staff analysis and represent DoD in interagency and multilateral forums.
• Travel and liaise with Subordinate Commands to advance theater logistics objectives.
