Job summary

Deloitte GPS invites a skilled logistics and security cooperation professional to join a team delivering strategic DoD sustainment initiatives across the USPACOM AOR. You will develop staff products, brief senior leaders, and coordinate multinational logistics efforts with regional allies.

Qualifications

  • 1+ years in defense industrial base and global MRO networks.
  • Travel internationally 6-8 times per year, up to 20% of time.

Work You'll Do
  • Conduct high-level logistics capability assessments, facilitate partner engagements, draft bilateral agreements, and integrate regional MRO initiatives into major joint operations, security cooperation activities, and respective theater defense plans.
  • Collaborate across multi-echelon Joint Logistics Enterprise (JLEnt) organizations and foreign military counterparts.
  • Operationalize the DoD Regional Sustainment Framework (RSF) strategy within the Area of Responsibility (AOR).
  • Identify, assess, and leverage regional, bilateral, and multilateral Maintenance, Repair, and Overhaul (MRO) capabilities to build forward-deployed sustainment resilience.
  • Plan, coordinate, and execute bilateral logistics staff talks, working groups, and forums with regional allies and key partners (e.g., Australia, Japan, South Korea, Philippines, Singapore).
  • Support the drafting, negotiation, and maintenance of bilateral logistics instruments, including Acquisition and Cross-Servicing Agreements (ACSA), Memoranda of Understanding / Agreement (MOU/MOA) and Implementing Arrangements (IA).
  • Align regional sustainment initiatives with the Theater Security Cooperation program.
  • Coordinate logistics capacity-building projects, Excess Defense Articles (EDA) transfers, and Foreign Military Sales (FMS) sustainment to ensure long-term partner nation interoperability and maintenance self-sufficiency.
  • Ensure all regional sustainment plans, bilateral arrangements, and security cooperation activities comply with applicable Department of Defense Directives (DoDD), Instructions (DoDI), Joint Publications, and statutory authorities (Title 10 USC).
  • Draft high-quality staff products, including Executive Summaries (EXSUMs), Information Papers, Action Memoranda, and Talking Points. Deliver executive-level briefings to General/Flag Officers (GO/FO) and foreign defense dignitaries.
  • Plan and coordinate logistics operations supporting mission requirements, including the Multinational Logistics Branch and Plans & Exercise Division (J45).
  • Execute and integrate the DoD Regional Sustainment Framework (RSF) and theater-level sustainment through maintenance, repair, and overhaul (MRO) partnerships.
  • Coordinate logistics activities with Service Components, Sub-Unified Commands, and Defense Agencies.
  • Synchronize logistics posture across the Theater Campaign Plan (TCP), Theater Posture Plan (TPP), and Theater Security Cooperation Program (TSCP).
  • Support bilateral and multilateral logistics initiatives, Acquisition and Cross-Servicing Agreements (ACSAs), security assistance, and multinational exercises.
  • Facilitate interagency implementation of DSCA 5105.38-M (SAMM) and applicable Title 10 U.S.C. Chapter 16 security cooperation programs.
  • Apply and interpret applicable statutes, DoD directives and instructions, and Joint Publications, including DoDI 4000.19, DoDI 5132.03, JP 4-08, and JP 4-0.
  • Integrate logistics policy, doctrine, and statutory compliance across assigned lines of effort.
  • Conduct strategic, independent staff analysis; develop recommendations and products; and represent DoD in joint, interagency, bilateral, and multilateral forums.
  • Coordinate with Subordinate Commands and other stakeholders to advance theater logistics objectives.

Qualifications

Required:

  • Bachelor's degree or equivalent experience

  • Active Secret security clearance required drafting formal staff packages (action memos, bilateral agreements, background papers) and presenting complex sustainment concepts to USPACOM leadership and international defense officials.
  • 5+ years of experience operating within a Geographic Combatant Command (GCC) environment (preferably Navy) or at a sub-unified/Service Component headquarters level.
  • 2+ years experience managing bilateral logistics portfolios, participating in bilateral military staff talks, or executing Security Cooperation/Security Assistance programs (e.g., ACSA, FMS, or Cooperative Logistics Supply Support Arrangements).
  • 2+ years experience applying security cooperation management tools (e.g., Global Theater Security Cooperation Management Information System (G-TSCMIS) / Socium) and logistics databases (e.g., ACSA Global Automated Tracking and Reporting System (AGATRS). he use of Tasker Management Systems (e.g. ETMS2), LOGCOP and AI tools (e.g. Claude, Maven Smart System) and other essential IT systems to perform work.
  • 1+ years experience in defense industrial base, product support strategies, depot-level maintenance processes, and global commercial MRO networks.
  • Must be able to travel internationally within the USPACOM AOR (e.g. Japan, South Korea, Australia, Philippines, and Singapore) and domestically, 6-8 times a year, not to exceed 20% of the time.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,325 to $188,875.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
