Job summary

McMillen, Inc. is seeking an Area Construction Manager for heavy civil construction to lead multiple projects, ensure safety, schedule, and budget adherence.

You will mentor Construction Operations Managers and Project Managers while coordinating with engineering and design teams to optimize delivery. The role emphasizes quality, regulatory compliance, and client satisfaction in dams, water resources, and infrastructure sectors.

Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred; equivalent experience may be substituted.
  • Minimum of 15 years of progressive heavy civil construction experience.
  • Minimum of 10 years of construction management experience, including leadership of project teams and multiple projects.
  • Proven experience managing Construction Operations Managers, Project Managers, or other construction leadership personnel.
  • Strong commitment to construction safety and maintaining a safety-first culture.
  • Experience managing heavy civil construction projects such as dams, water resources infrastructure, fish passage facilities, bridges, hydraulic structures, or other complex civil works.
  • Experience managing project schedules, budgets, and construction operations across multiple projects.
  • Strong understanding of Design-Build, Construction Management, and traditional project delivery methods.
  • Experience coordinating multidisciplinary construction activities and subcontractor operations.
  • Excellent verbal and written communication skills with clients, contractors, regulatory agencies, and internal stakeholders.
  • Knowledge of quality assurance and quality control requirements for heavy civil construction projects.
  • Proficiency with scheduling software, including Primavera P6, Microsoft Project, or similar platforms.

Responsibilities

  • Provide leadership, mentorship, and performance management for Construction Operations Managers and Project Managers.
  • Oversee the operational, financial, and scheduling performance of multiple heavy civil construction projects in varying stages of completion.
  • Ensure project execution aligns with company goals, budgets, schedules, quality standards, and client expectations.
  • Champion and enforce the Company’s safety culture and Corporate Safety Program across all assigned projects.
  • Collaborate with Construction Operations Managers to allocate personnel, equipment, and resources across projects.
  • Support Project Managers in the successful delivery of medium- to large-scale construction projects, including Design-Build, Construction Management, and hard bid projects.
  • Develop and review project work plans, schedules, budgets, and resource plans.
  • Monitor project costs, schedules, and KPIs and implement corrective actions.
  • Review and negotiate owner contracts, subcontract agreements, and change orders.
  • Ensure permits, licenses, and regulatory requirements are obtained prior to mobilization.
  • Lead constructability reviews with engineering and design teams.
  • Evaluate construction methods to improve delivery, productivity, and cost-effectiveness.
  • Provide strategic guidance for labor planning and staffing requirements.
  • Oversee quality assurance and quality control programs across projects.
  • Manage project risks and resolve issues related to operations, safety, subcontractors, and client concerns.
  • Participate in client meetings and maintain relationships with owners, consultants, subcontractors, and regulators.
  • Review project estimates and provide input for pursuits and proposals.
  • Assist with owner payment applications, financial reporting, forecasting, and closeout documentation.
  • Ensure warranty obligations and final closeout are completed.
  • Support business development and pursue opportunities in heavy civil construction.
  • Collaborate with executive leadership on operational improvements and staffing plans.
