Job summary

The Health Collaborative is seeking a Regional Healthcare Coordinator to lead the Southwest Ohio Healthcare Coalition’s preparedness efforts, coordinating with hospitals, EMS, public health, and emergency management to advance regional capabilities under ASPR HPP directives.

You will oversee grant management, budgeting, and staff supervision while acting as a regional liaison across the Zone structure and partner organizations during routine operations and health emergencies.

Qualifications

GENERAL DESCRIPTION

The Regional Healthcare Coordinator (RHC) provides leadership, coordination, and strategic direction for the Southwest Ohio Healthcare Coalition (HCC), supporting regional healthcare system preparedness, response, recovery, and resilience efforts in alignment with the U.S. Department of Health and Human Services (HHS) Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP). This role is the operational leader supporting healthcare preparedness activities across the region, fostering collaboration among HCC members (hospitals, emergency medical services, public health agencies, emergency management organizations, and other healthcare and emergency response stakeholders). The proper candidate will have a clear understanding of emergency preparedness capabilities. This position requires excellent time management skills and the ability to lead a team. The RHC is responsible for displaying the mission, vision, and values of The Health Collaborative alongside their colleagues.

Job Responsibilities

• Serve as the primary point of coordination for HCC members and community partners to promote emergency/disaster preparedness and response in the region, state, and nation under directives provided by ASPR and ODH.
• Lead the Southwest Ohio region toward achievement of Federal HPP Capabilities.
• Serve as primary administrator for the following emergency management specific systems in accordance with the regional response plan; may include but is not limited to: CAAMP, GMIS, MARCS, EMResource, EMTrack, OPHCS, Disaster Net, WENS, Asset Tiger.
• Provide leadership for the HCC Executive Steering Committee, the HCC at large, and any established and newly formed subcommittees under the HCC.
• Support information sharing, situational awareness, resource coordination, and the dissemination of best practices across Coalition partner organizations to enhance unified preparedness and response efforts during routine operations and health-related emergencies.
• Grant Management
• Prepare and submit annual grant application.
• Lead budget development and reporting of grant program and expenditure reports.
• Manage contractors performing duties related to grant activities.
• Serve as first point-of-contact in the shared 24/7 response structure for emergency response within the Southwest Ohio region with back-up support provided by assigned Health Collaborative staff.
• Serve as a regional liaison within the Zone structure (West Central and Southern Ohio) to facilitate communication, coordination, and collaboration among Zone Leaders, RHCs, multi-agency partners, and state stakeholders during times of acute and episodic health-related crisis.
• Maintain current job-related knowledge base consistent with local, regional, state, and national emergency preparedness standards.
• Participate in organizational strategic planning.
• Execute on the mission, vision, and values of both The Health Collaborative and the SW Ohio HCC
• Supervise the following emergency preparedness staff:
• Emergency Preparedness and Response Coordinator
• Provide indirect supervision of the following EPR roles/staff:
• Marketing Manager
• Readiness Support Staff person
• Any other staff that may be required to fulfill assigned grant deliverables.

Position Requirements

• 2+ years’ emergency management or related experience.
• Baseline knowledge of natural and manmade disasters, weapons of mass destruction (WMD), hazardous materials and communicable disease.
• Strong organizational, communication, project management, and staff development skills.
• Ability to manage multiple priorities, deadlines, and complex initiatives.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and in the use of intranet and internet.
• Ensure data confidentiality as outlined in THC’s HIPAA Policies.

Education/Certification Requirements

• Associate degree or higher in nursing, emergency management, public health, or related field.
• Experience in emergency preparedness, healthcare operations, public health, emergency management, or related field during mass-casualty and other healthcare emergencies.
• Completion of FEMA Certifications and HSEEP Training within 1 year of hire

Preferred Qualifications

• Bachelor or Master’s Degree in Public health, Emergency Management, Nursing, or a related degree.
• Experience with large-scale public health and/or healthcare emergencies.
• Experience in a clinical healthcare setting.
• Grant administration experience.
• Experience coordinating multidisciplinary stakeholders and facilitating collaborative projects.
• Training in FEMA IS 100, 200, 700, & 800
• FEMA Homeland Security Exercise and Evaluation Program (HSEEP) Certification

Other Information

Nature of work requires the ability to operate standard office equipment. Requires ability to communicate and exchange information, collect, compile and prepare work documents, set-up and maintain work files. Requires ability to occasionally lift up to 20 lbs. independently. May require occasional evening and weekend hours as business needs demand. Regular local daily travel and occasional overnight travel may also be required. Requires participation and attendance at organization-sponsored events and meetings.
