Job summary

Health & Human Services Commission (HHSC) seeks an Emergency Management Coordinator to oversee all-hazards preparedness, response, and recovery for state hospitals and facilities. You will coordinate planning, training, and incident communications with TDEM, DSHS, SORM, HHSC offices, and field teams.

The role develops and maintains emergency operations capabilities, conducts exercises, and provides expert guidance to facilities on continuity planning and hazard analysis.

Qualifications

• High school graduation or GED required.
• Preferred: four-year degree in emergency management, planning, healthcare, public administration or related field.
• At least three years of emergency management experience in Texas preferred.

Brief Job Description:

Under the general direction of the Director of Risk & Safety Management for Facility Operations Services (FOS) serves as an Emergency Management Coordinator for Health and Specialty Care System (HSCS). Provides program oversight, consultative services, and technical assistance of emergency management preparedness, response, and recovery activities for state hospitals and state supported living centers. Directly assists facilities with development, implementation, and evaluation of all-hazards Emergency Management Plans, Hazard Vulnerability Analysis, and Continuity of Operations Plans. Maintains situational awareness and coordinates/communicates incident information, threats, hazards, homeland security alerts, severe weather information, bulletins and other communications to stakeholders. Serves as liaison and maintains mutually supportive relationships with key state agencies, such as Texas Division of Emergency Management (TDEM), Texas Health and Human Services (HHSC), Department of State Health Services (DSHS), State Office of Risk Management (SORM), and other emergency response entities. Develops and maintains the HSCS Emergency Operations Center and serves in a Command or General Staff role during emergency operations, incidents, events, evacuations and/or exercises. Develops, coordinates, administers, presents/conducts, and evaluates emergency management-related presentations, trainings, and Homeland Security Exercise and Evaluation (HSEEP) compliant exercises to stakeholders.

Essential Job Functions (EJFs):

• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
• Coordinates emergency management program activities for the HSCS emergency management program serving State Hospitals (SH) and State Supported Living Centers (SSLC). Plans, develops, implements, monitors, and evaluates assigned all-hazards preparedness, response, recovery, mitigation, and continuity planning activities. Provides consultative services, technical assistance, and program support to division and facility staff to strengthen operational readiness and organizational resilience. Coordinates planning meetings, workgroups, and emergency preparedness initiatives under general supervision, with moderate latitude for the use of initiative and independent judgment.
• Coordinates the development, review, and maintenance of emergency management base plans, hazard-specific annexes, continuity of operations plans, operating instructions, procedures, job aids, checklists, and related program documentation. Gathers, assembles, correlates, and analyzes information from hazard vulnerability analyses, after-action findings, corrective actions, best practices, and lessons learned to identify planning needs, resource gaps, and opportunities for program improvement.
• Monitors, analyzes, and disseminates emergency management information to support situational awareness and operational decision-making. Tracks national, state, and local threats, hazards, incidents, severe weather, homeland security alerts, Texas Division of Emergency Management (TDEM) State Operations Center information, Department of State Health Services (DSHS) alerts and bulletins, and facility-reported impacts. Coordinates incident information, threat warnings, weather information, bulletins, and other communications with HSCS leadership, SH/SSLC staff, HHSC offices and divisions, partner state agencies, local emergency management teams, and emergency response entities.
• Prepares and coordinates situation reports, briefing materials, status updates, and operational recommendations. Supports the development and operation of the HSCS EOC and may serve in an assigned emergency operations or command staff support role during incidents, events, evacuations, exercises, or continuity activations. Coordinates responses to requests for emergency assistance and resources and serves as a liaison with state agencies, local officials, and other emergency response entities.
• Coordinates emergency management training, drills, and exercises to support facility preparedness, readiness, and program compliance across HSCS. Collaborates with training staff, facility leadership, and program subject matter experts to identify capability gaps, support training priorities, and assist with the design, development, implementation, and evaluation of risk management and emergency preparedness training. Participates in workgroups addressing training goals, program expectations, operational issues, and systemwide improvement opportunities.
• Assists with the development and maintenance of training plans, guides, curricula, course materials, administrative documents, and completion records. Provides technical assistance related to Homeland Security Exercise and Evaluation Program (HSEEP) concepts, exercise design, evaluation, and improvement planning. Supports preparation of exercise plans, evaluation guides, after-action reports, improvement plans, and related documentation, and uses outcomes to identify preparedness trends, best practices, lessons learned, and corrective actions.
• Performs related work as assigned. Other duties may include actively participating in or serving in a support role to meet the agency’s obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Licensure, Certification or Registration

• Eligible driving record required based on HHSC Fleet Management policy. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure.
• Completed training in ICA 100, 200, 700, 800, and IS-120 through a FEMA accredited program required within six months of hire.

• Knowledge of federal, state, and local laws, regulations and practices related to emergency management and public health preparedness and response in Texas.
• Knowledge of National Incident Management System and the Incident Command System and how to implement and apply these concepts within an organization's context.

• Knowledge of government practices and processes, related to intergovernmental collaboration and community engagement.

Initial Screening Criteria:

High school graduation or GED required.

Graduation from an accredited four-year college or university with major coursework in emergency management, planning, healthcare, public administration or related field is preferred; or, at least three years of experience in emergency management (in Texas is preferred)

Experience within SSLC and/or State Hospital emergency management preferred.
