Job summary

National OnDemand, Inc. is seeking a Splicing Program Manager to oversee fiber splicing operations across a region. You will lead Fiber Splicing Managers, set production and safety standards, and manage staffing, budgets, and client deliverables.

Travel to project sites is required to ensure quality and performance, with oversight of subcontract crews and field training. Ideal candidates have 8+ years in fiber splicing, certification in fiber tech, and strong leadership skills.

Qualifications

• 8+ years of fiber splicing and testing experience in outside plant construction with 3+ years of managing splicing teams
• Expert knowledge of fusion and mechanical splicing, OTDR/OLTS testing, and interpreting results against budgets
• Experience managing subcontractor crews, rate negotiation, onboarding and performance management
• FOA CFOT or equivalent fiber certification required
• CFOS/S or trainer level certification preferred
• OSHA 30 required or obtained within 90 days of hire
• OSHA 1910/1926 standards as they apply to outside plant work
• Must be able to pass drug, background, DOT & MVR screenings
• Must be authorized to work in the United States
• Must have a valid driver's license
• Willingness to travel up to 75–80% of the time and stay away from home for extended periods

Responsibilities

• Lead, develop, and hold accountable Fiber Splicing Managers across the region
• Set production, quality, and safety expectations and review performance against them
• Build and maintain regional splicing staffing plans for in-house and subcontract crews
• Review client statements of work and splice matrices to confirm scope, pricing, testing requirements and deliverables
• Establish regional splicing standards for workmanship and testing
• Track weekly splicing production, earned value, and backlog; report status and risks to leadership
• Own splicing billing accuracy and resolve coding disputes with clients and PMO
• Qualify, onboard, and manage subcontract splicing crews including rate agreements and certifications
• Manage regional splicing equipment, calibration, vehicles, and inventory
• Lead root-cause analysis on defects, rework, outages, and corrective actions
• Travel to project sites to audit quality, production, and safety
• Support bids and new market startups with production rates and cost inputs
• Develop training programs for splicers and succession planning
