Job summary

National OnDemand, Inc. is expanding its fiber splicing operations across multiple regions. The Splicing Program Manager will lead Fiber Splicing Managers, set performance standards, and ensure quality, safety, and on-time project delivery in the field.

The role requires 8+ years in fiber splicing, CFOT and OSHA qualifications, and the ability to manage subcontract crews while coordinating with project teams. Occasional travel and field work are expected.

Qualifications

• 8+ years of fiber splicing and testing experience.
• FOA CFOT certification required.
• CFOS/S or trainer level certification preferred.
• OSHA 30 required or within 90 days of hire.
• Must have a valid driver’s license and be authorized to work in the United States.
• Experience managing subcontract splicing crews and rate negotiations.
• Experience with production tracking, unit-based billing, and field reporting platforms.

Responsibilities

• Lead, develop, and hold accountable the Fiber Splicing Managers across the region.
• Set production, quality, and safety expectations and review performance against them.
• Build and maintain the regional splicing staffing plan, including in-house splicers and subcontract crews.
• Review client statements of work, splice matrices, and specifications during pre-construction and confirm splicing scope, unit pricing, test requirements, and documentation deliverables.
• Establish and enforce regional splicing standards for workmanship, OTDR and power meter testing, loss budgets, labeling, and closeout documentation.
• Track weekly splicing production, earned value, and backlog and report status to the Director of Operations and the PMO.
• Own splicing billing accuracy and manage splicing equipment and budget.
• Travel to project sites to audit quality, production, and safety.
