Seneca Global Solutions, LLC is seeking a full-time Emerging Chemicals Program Support Specialist to support the Office of the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health (ODASA(ESOH)). EPA TSCA Section 6 risk evaluations and restrictions, EU REACH, PFAS rules, and related actions can constrain Army installations, weapon systems, and the defense supply chain. This position helps the Army identify where emerging chemicals are used, assess mission and ESOH risk, coordinate with regulators and acquisition stakeholders, and turn requirements into program and RDT&E actions. The specialist will gather and analyze information on chemicals under TSCA Section 6 and REACH, support an ESOH emerging-challenges working group, and connect installation management, weapon-system acquisition, and supply-chain risk management communities.

Responsibilities include, but are not limited to:

• Establish and support an ESOH Emerging Challenges working group, including agendas, records, action tracking, and follow‑up.
• Develop and maintain records‑management and information‑sharing processes for emerging ESOH chemical issues.
• Analyze proposed and final TSCA Section 6, REACH, PFAS, and related regulatory actions and advise on Army equities, uses, and required responses.
• Support integration of the working group with the Army installation‑management community and with weapon‑system acquisition stakeholders.
• Coordinate with the Supply Chain Risk Management community to identify mission‑critical chemical uses and mitigation options.
• Support a threat‑analysis effort covering emerging environmental chemicals, PFAS, and evolving U.S. and international regulations (weather/ climate impacts only as they relate to this portfolio).
• Help identify and track chemical locations and uses across Army installations, processes, and systems.
• Collect and validate ESOH‑related technology and material needs from installations and program offices.
• Develop or support statements of need and related documentation for RDT&E projects addressing emerging ESOH chemical requirements.
• Coordinate with EPA and other federal, state, and local regulatory entities as directed.
• Prepare briefings, information papers, metrics, and senior‑leader products; review work for technical accuracy and Army quality standards.

Basic Qualifications:

• Bachelor’s degree in chemistry, chemical engineering, toxicology, environmental science/engineering, industrial hygiene, materials science, public policy with a chemicals focus, or a closely related field; master’s preferred.
• 8–10 years of professional experience in chemical regulation, chemical risk management, hazardous materials/ESOH programs, or defense acquisition materials issues.
• Working knowledge of TSCA, especially Section 6 risk evaluation and restriction, and/or EU REACH; ability to read regulatory dockets and translate them into operational implications.
• Experience supporting DoD, Army, or comparable federal chemical, ESOH, or installation/acquisition programs.
• Demonstrated ability to convene working groups, manage documentation, and coordinate across organizations.
• Strong written and verbal communication skills; ability to brief and write for senior civilian and military audiences.
• Proficiency with Microsoft Excel, PowerPoint, and Word.
• Ability to obtain a Secret clearance.
• Ability to travel as required.

Desired Skills:

• Direct experience with TSCA Section 6 chemicals of defense interest, EPA coordination, or DoD Chemical and Material Risk Management Program (CMRMP) support.
• Experience with PFAS as an emerging‑chemical / materials‑substitution / compliance issue (not solely cleanup).
• Familiarity with Army or DoD acquisition and product‑support processes, including how material restrictions affect weapon systems, maintenance, and the defense industrial base.
• Experience with supply‑chain risk management, critical‑chemical mapping, or authorized‑use / substitution analysis.
• Experience developing RDT&E statements of need, requirements documents, or similar S&T tasking products.
• Knowledge of OSHA/Army occupational‑exposure issues for industrial chemicals and of installation hazardous‑materials systems (e.g., EESOH‑MIS or equivalent).
• CHMM, CIH, CSP, PE, or similar credential.
• Experience with Microsoft Teams, SharePoint, Power BI, Visio, and related collaboration tools.
