Qualifications

• Specialized Experience: knowledge of EEO laws, regulations, and procedures and ability to apply to complex work
• Skilled in fact-finding, analysis, counseling, complaint and investigative processes
• Leadership and guidance to employees and management on EEO matters

Responsibilities

• Develops, administers, evaluates, and advises on the Federal Government's internal equal employment opportunity program
• Serves as the Equal Employment Manager with responsibility for establishing and directing an EEO program for a region
• Provides expert advice on EEO matters, plans, policies, and decisions
• Manages EEO complaints processes
• Prepares reports on counseling, formal complaints, and dispositions
• Informs and advises management and employees on EEO requirements
• Coordinates EEO activities with HR, ORM, OGC/Regional Counsel, and stakeholders
• Develops and promotes EEO program publicity and materials
• Maintains data across databases and tracking systems
• Directs and reviews EEO program work of assigned staff
• Coordinates program activities with staff offices and line managers
• Understands department, medical center, and VISN goals and priorities
• Identifies problem areas and drafts action items
• Recommends resource allocations for EEO program
• Delivers quality EEO products, services, and guidance
