Job summary

The Maryland Department of Transportation is seeking a Director of Regional Aviation Assistance to regulate, develop, and improve Maryland's 130+ general aviation and air carrier airports. This role leads grant administration, budget oversight, inspections, and aviation education programs from the Baltimore/Washington International Thurgood Marshall Airport.

Ideal candidates have a bachelor’s degree in a relevant field and 10 years in aviation or airport management, including FAA grant

Qualifications

• Bachelor's degree in aviation, airport management, transportation, engineering, public administration, business administration, or related field.
• Ten years of progressively responsible experience in aviation, airport management, transportation, airport planning and development, aviation safety, and/or related field, including experience in airport operations, regulatory compliance, grant administration, capital improvement programs, budget management, project management, airport inspections and safety programs, and supervision of professional or technical staff.
• Experience administering FAA Airport Improvement Program (AIP) grants or comparable federal/state infrastructure grants; familiarity with FAA interactions and airport sponsors.

Responsibilities

• Manage annual operating and capital budgets exceeding $500,000 and $3.5 million respectively.
• Oversee statewide aviation education programs and annual airport inspections.
• Coordinate and supervise aviation promotional activities (conferences, open houses, fly-ins).
• Process AIP and MAPA grant requests; ensure compliance before grant approval.
• Supervise grant reimbursements and provide expenditure reports to Finance.
• Coordinate with FAA and airport sponsors during planning and construction; inspect projects for compliance.
• Control office expenditures and procurements to align with budget allocations.
• Make internal adjustments to fund urgent equipment purchases and operations; report to Finance monthly.
• Oversee annual inspection/licensing to meet state and federal safety standards.
