Job summary

General Dynamics Information Technology, Inc. seeks a Regional Analyst to review and assess grantee programs and financial data to ensure funds are expended appropriately and meet federal requirements.

The role supports the Regional Representative across a geographical region. Responsibilities include assisting site visits, analyzing plans and reports, providing technical assistance, reviewing auditor findings, developing work plans, and preparing written reports with recommendations for

Qualifications

  • Requires a BA/BS degree in a related discipline.
  • 5–8 years of related experience.
  • Excellent oral and written communication.
  • Experience with federal grants preferred.
  • Hybrid position with potential regular government office reporting.
  • Existing Public Trust or ability to obtain one.

  • Review and assess grantee programs and financial management data relative to program objectives.
  • Assist and support site visits with states, NGOs, mutual assistance associations, and other entities.
  • Obtain clearance for site reports from the Regional Representative before release.
  • Analyze state plans, grantees' program performance, financial reports and data relative to objectives; summarize observations.
  • Provide technical assistance to grantees as a follow-up to monitoring reports.
  • Review grantee auditor reports and recommend follow-up review as needed.
  • Develop work plans to implement monitoring assignments and support grants management teams.
  • Schedule and conduct selected on-site monitoring visits; identify gaps and recommend corrective actions.
  • Prepare written reports of findings with strengths, best practices, weaknesses and recommendations.
  • Assist in coordinating regional initiatives and collaboration with regional offices and agencies.

Job description

In a support capacity to a federal agency’s Regional Representative (RR), the candidate in this position is responsible for reviewing and assessing grantee programs and financial management data relative to program objectives to ensure that funds are expended for appropriate activities and meet federal requirements. The Regional Analyst will assist the RR in providing consultation and community engagement in his or her respective geographical region in the administration of the federal program.


Position Duties:

  • Assist and support site visits with states, NGOs, mutual assistance associations, and other entities.
  • Obtain clearance for site reports from the respective Regional Representative before release.

  • Analyze state plans, grantees' program performance, financial reports and data relative to program objectives and summarize observations.

  • Provide technical assistance to grantees as a follow-up to monitoring reports.

  • Review grantee independent auditor reports and recommend follow-up review as needed.

  • Develop work plans to implement individual monitoring assignments and support grants management and state program review teams.

  • Schedule and conduct selected on-site monitoring visits; analyze program performance and identify gaps in programs, model programs and/or programs that require corrective actions in the administration of federal programs.

  • Prepare written reports of findings, i.e., strengths, best practices, weaknesses and recommendations for improvements.

  • Assist in the development and coordination of regional initiatives of cross-cutting and highly inter-related issues on behalf of the federal agency, state representatives, and other key officials to assure integrated, collaborative efforts in achieving objectives.

  • Assist in collaboration efforts with regional government offices and regional branches of Federal agencies to enhance services and support for populations served by the designated federal agency.

  • Provide support to the agency on a range of analytical tasks to support federal decision making.

  • Analyze user needs and perform research and functional analysis on a variety of projects.

  • Assist in the modification of monitoring protocols as needed.

Qualifications:

  • Requires a BA/BS Degree in a related discipline and at least 5-8 years of related experience.

  • Excellent oral and written communication skills.

  • Proficiency with Microsoft products, including Word, Excel and PowerPoint.

  • Experience working with federal grants preferred.

  • Experience working with immigrant or refugee communities preferred.

Additional Requirements:

  • This position requires an existing Public Trust or the ability to obtain one.
  • This is a hybrid position, and candidates may be required to report to a government office on a regular basis.

  • 10% domestic travel to grantee sites is required.
