Job summary

City and County of Honolulu (Department of Environmental Services) is seeking two Refuse Inspectors I to ensure compliance of refuse collection operations across routes and facilities. You will inspect routes, investigate complaints, and assist with enforcement actions under close supervision.

The role requires reading and applying ordinances, communicating with residents and businesses, and maintaining accurate records with standard software tools.

Qualifications

• Two years of public-contact work experience, including interviewing or fact-finding.
• Knowledge of investigation, inspection, and interviewing methods and public relations.
• Ability to interpret, explain ordinances and regulations, and keep accurate records.

Responsibilities

• Inspect refuse collection routes, bulky item setout areas, and disposal facilities for compliance with refuse and recycling requirements.
• Investigate complaints about refuse collection service, illegal dumping, and collection violations.
• Inspect and tag refuse carts containing improper materials.
• Assist higher-level inspectors with notices, citations, and supporting documentation.
• Explain refuse collection requirements and violation notices to residents and property managers.
• Maintain inspection and investigation records using computer software.
• Evaluate requests for additional refuse carts and changes in collection service under supervision.
• Perform other duties as assigned for this position.
