Job summary

The Maryland Transit Administration (MTA) seeks a seasoned leader to serve as the Red Line Director of Environmental and Engineering, reporting to the Red Line Project Director. This executive role oversees environmental, engineering, and technical activities for a major transit initiative and coordinates with state and federal agencies to ensure NEPA compliance and funding eligibility.

Qualifications

• Bachelor degree in engineering, environmental science, or related field.
• 14 years of transportation engineering or related field experience.
• PE license or ability to transfer within 6 months.
• Experience with federally funded transit projects.
• Strong knowledge of NEPA, environmental regulations, and FTA requirements.
• Leadership of multidisciplinary teams and contract management.

Responsibilities

• Lead environmental, engineering, and technical workstreams for the Red Line.
• Oversee NEPA compliance and administrative records.
• Direct design oversight and engineering review processes.
• Coordinate with agencies and stakeholders to advance the project.
• Manage PMCs and GECs related to environmental/engineering scopes.
• Ensure regulatory compliance and federal/state requirements.
• Prepare and manage contracts, scopes, schedules, budgets.
• Lead regular internal/external meetings and information requests.
• Maintain project funding eligibility with FTA.
• Foster productive collaboration among agency and consultants.
