State of North Carolina - Health & Human Services is seeking a Recruitment Manager to lead recruitment and onboarding strategy across DHHS divisions and facilities. You will design programs, oversee NEOGOV OnBoard implementation, and partner with leadership to understand staffing needs.

The role requires 5+ years in HR, including leadership, experience with Workday ATS, data analytics, and reporting. This is a hybrid position with potential for onsite collaboration two days per week.

Qualifications

  • Bachelor's degree in Human Resources or related field and at least 5 years of HR experience.
  • Experience leading recruitment initiatives and collaboration with leadership.
  • Experience with applicant tracking systems, preferably Workday.
  • Ability to report and analyze data to drive recruitment strategies.
  • Experience using Smartsheet and NEOGOV OnBoard.

Responsibilities

  • Collaborate with divisions and stakeholders to design recruitment and onboarding programs.
  • Develop strategies to attract talent and overcome roadblocks.
  • Oversee advertising, events, and third-party assistances for recruitment.
  • Monitor metrics and adjust strategies to improve outcomes.
  • Lead teams and train HR staff on best practices for recruitment.
