Job summary

The Department of General Services is seeking a Recruitment Analyst to grow HR expertise in a collaborative environment. This role covers the full recruitment life cycle from job description review to post-employment file closing, under supervision of the HR Manager and Lead Recruiter.

The position is located in Richmond, on-site, with a hybrid telework option after six months and demonstrated proficiency. State employee status is required.

Qualifications

  • Knowledge of federal and state employment laws.
  • Experience working in a human resources environment.
  • Knowledge of recruitment/selection, record retention/file maintenance, and customer service.
  • Proficient with Microsoft Word, Excel, and Outlook.
  • Excellent verbal and written communication skills.

  • Ability to work collaboratively and manage multiple priorities.

Job Duties

The Department of General Services (DGS) is a diverse, customer-focused agency dedicated to supporting state agencies, local governments, and the citizens of the Commonwealth. We deliver a wide range of essential services that keep Virginia’s operations running smoothly and efficiently. Our agency provides leadership and oversight in areas including laboratory testing, statewide procurement and contracting, building construction and engineering, facilities management, real estate services, fleet management, mail distribution, and surplus and warehouse operations.

We are seeking a motivated Recruitment Analyst with a strong background in human resources to join our team. In this role, you will gain experience across the full recruitment life cycle from job description review and planning, advertising, screening, interviewing, and pre-employment to post-employment file-closing under the guidance and supervision of the HR Manager and Lead Recruiter.

Job Duties include, but are not limited to:

  • Coordinates the hiring and selection process for a variety of professional, administrative, and skilled trades positions.
  • Develops clear, easy to ready job ads in alignment with agency guidelines and DHRM policy.
  • Completes applicant screening reviews within established timeframes under the direction of the Lead Recruiter and HR Manager.
  • Schedules interviews and serves as a scribe during the interview process.
  • Build and maintain effective working relationships with agency managers and supervisors to facilitate the employment process and support the agency’s mission.
  • Trains supervisors on recruitment policies and procedures as needed.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule, 1 day a week after 6 months of employment and proficiency is demonstrated. Visa sponsorship will not be provided for this position now or in the future. Confirmation of eligibility to work will be required at time of hire.

The selected candidate must also pass a fingerprinted-based criminal background check.

Minimum Qualifications
  • Demonstrated knowledge of federal and state employment laws.
  • Experience working in a human resources environment.
  • Working knowledge of principles and practices of human resources with knowledge of employment practices, recruitment/selection, record retention/file maintenance, and customer service.
  • Considerable experience using Microsoft Word, Excel, and Outlook.
  • Excellent verbal and written communication skills and demonstrated ability to communicate with diverse individuals and groups, including developing and presenting information.
  • Demonstrated ability to analyze data, problem solve using good judgement, and develop responses.
  • Demonstrated ability to work effectively, organize and manage multiple priorities, and meet established deadlines in a changing and fast-paced environment.
  • Demonstrated ability to create a collaborative work environment, work as a team member and maintain confidentiality while keeping open communication.
  • Must be a current employee of the Commonwealth of Virginia.
Additional Considerations
  • Experience using PageUp and Cardinal HCM HR database software.
  • Experience with recruitment hiring, screening, and selection processes.
  • Knowledge of Commonwealth of Virginia DHRM policies.
  • SHRM-CP certification
