Job summary

Franklin County Government is seeking a creative and community-driven Recreational Program Coordinator to deliver engaging youth and adult athletic programs and events. The role includes developing new initiatives, managing budgets, and partnering with schools and local groups.

Candidates should have a recreation administration degree and relevant experience; CPRP and First Aid/CPR certifications must be obtained within the first year. Some evenings, weekends, and holidays are required.

Qualifications

  • Graduation from an accredited college or university with a degree in recreation administration or related field, and considerable related experience.
  • CPRP certification must be obtained within the first year.
  • NSC First Aid, CPR & AED certification within the first year.
  • Must possess a valid North Carolina driver's license.

Responsibilities

  • Oversees the athletic programming functions including administration, supervision, program development, coaching, and officiating as needed.
  • Plans and coordinates a expanding and flexible program of recreation and athletic activities for all ages and interests.
  • Maintains inventories and ensures safety and quality in facilities and equipment.
  • Assists in publicizing programs through brochures, media releases, and community partnerships.
  • Assists in hiring, supervising, scheduling and evaluating part-time and seasonal staff.

Compensation: $49,845-$52,337

An employee in this class performs supervisory and administrative duties along with programming Franklin County youth and adult athletic programs and recreational events. The Recreation Program Coordinator is responsible for developing and administering new programs and initiatives alongside their budgets, implementing departmental policies, cultivating community partnerships, and recommending operational improvements that support the Department's strategic goals.

Hours of work include availability during nights and weekends depending on athletic season; and holiday work. Work subjects the employee to inside and outside environmental conditions year-round. Work may be subject to the standards of OSHA’s bloodborne pathogens. Work requires extensive public contact with private groups, civic organizations, County officials, and the public in the promotion, development, and implementation of recreation programs. Work requires considerable independent judgment, initiative, leadership, and discretion in interpreting departmental policies and managing multiple priorities performed under the general supervision of the Parks and Recreation Director. Work is reviewed through observation and periodic conferences, reports, results obtained, and community acceptance of programs.

Essential Duties and Tasks
  • Oversees the athletic programming functions for the County, including, but not limited to, administrative duties, program supervision, leader supervision, program development, coaching, and officiating as needed.
  • Plans and coordinates an expanding and flexible program of recreation and athletic activities for all segments, ages, and interest levels of the community.
  • Receives input from community groups and individuals regarding recreation needs, problems and utilizes suck input for overall planning and programing.
  • Provides regular updates in regard to programs reception, attendance or need to the Parks and Recreation Advisory Board.
  • Plans and prepares schedules for league and tournament athletic programs; establishes and maintains reports concerning the use and maintenance of all facilities and equipment; prepares periodic and special activity and program reports.
  • Purchases athletic and recreational equipment and supplies within departmental guidelines; maintains division inventory and control of equipment.
  • Maintains the inventory of sporting equipment, uniforms, and related supplies.
  • Reviews partner facilities and submit any request for upkeep or review to the proper parties; inspect for quality and safety in accordance with county standards.
  • Visits sites regularly to review league play.
  • Assists the Director with hiring, supervising, scheduling and evaluating part-time and seasonal personnel; assigns work to staff as necessary.
  • Provides input for the athletics division budget; keeps records of program activity.
  • Assists in publicizing the athletic and recreational programs through a regular promotional brochure, media releases and other publicity, through cooperative planning and effective working relationships with other community agencies and groups, public and private.
  • Prepares work orders and provides schedule of activities to parks staff for preparation, upkeep, and repair of ball fields, and related facilities; inspects for quality and safety.
  • Assists in registration and answering program activity questions; maintains participant database.
  • Maintains close relationships with school officials, private athletic club groups, local nature entities and other public agencies.
  • Establishes policies and procedures governing department programs; investigates and determines resolution of complaints, conflicts, and other participant and citizen problems relating to department programs.
Knowledge, Skills, and Abilities
  • Considerable knowledge of the theory, principles, and practices of athletic and recreation administration.
  • Considerable knowledge of the safety regulations for effective athletics and recreation planning and facility usage.
  • Considerable knowledge of the rules and regulations that apply to organized and recognized sports and events.
  • Knowledge of budgetary and other potential funding sources for athletic activities.
  • Ability to develop and execute a well-rounded program of recreational and athletic activities that meets community and citizen interests.
  • Ability to plan, organize and direct work of temporary and volunteer employees.
  • Ability to cooperate with and interpret recreational and athletic philosophies to County authorities, public and private groups and agencies, and the public.
  • Ability to develop and maintain effective relationships with staff, superiors, County officials, community groups, volunteers and other employees.
  • Ability to communicate effectively in oral and written forms.
Education and Experience
  • Graduation from an accredited college or university with a degree in recreation administration or related field, and considerable related experience in programming athletic or recreation programs; or an equivalent combination of education and experience.
Requirements
  • Possession of a valid appropriate North Carolina driver's license.
  • Must be available to work some nights, weekends and holidays as required.
  • CPRP certification is required within the first year of employment.
  • NSC First Aid, CPR & AED certification is required within the first year of employment.
