About the Job

Bend Park & Recreation District is seeking an experienced, collaborative, and service‑oriented Aquatics Recreation Supervisor to lead and oversee our dynamic aquatic programs. This position plays a key role in delivering inclusive, high‑quality, safe, and engaging aquatic experiences across our facilities.

Responsibilities
  • Lead and oversee the development, implementation and evaluation of specific programs and services to meet the needs and desires of the Bend Community, including enhancing programs offered at JSFC and the Larkspur Community Center‑Home of the Bend Senior Center.
  • Maintain an accurate pool block schedule and staffing protocol, building strong relationships with partner organizations, rentals, and other groups for efficient billing and ongoing communication.
  • Schedule staff, review time and attendance, and manage leave requests and time‑entry approval.
  • Handle all personnel matters according to established policies and procedures, including hiring, training, supervision, performance management, and personnel development.
  • Conduct ongoing outreach and interactions with community members, groups and organizations.
  • Coordinate facility use agreements with schools, clubs, private parties and other non‑district user groups, independent contractors, vendors, etc.
  • Respond to staff and public questions, concerns, requests in a timely manner.
  • Assist in budget development and monitoring financial performance.
  • Oversee contractual agreements with user groups, independent contractors, vendors, etc.
  • Ensure compliance with safety, health, personnel, industry and other regulations, maintaining appropriate records and documentation.
  • Purchase facility equipment and supplies in accordance with established policies; make recommendations for larger purchases.
  • Maintain regular and punctual attendance, contribute to a positive work environment, and serve as a mandatory reporter under Oregon law.
  • Exempt position, schedule varies based on programming needs.
  • Flexible schedule is required to provide supervision and coverage.
  • Weekday evenings and occasional weekends work are expected.

  • Strong knowledge of principles, development, practices, implementation and evaluation of assigned programs.

  • Exercise independent initiative and decision‑making skills.
  • Work cooperatively with others and build positive, constructive relationships with staff and the public.
  • Analyze data, draw logical conclusions, and interpret policies and procedures.
  • Maintain working knowledge of MS Office (Word, Outlook, Excel, PowerPoint) and other common office equipment.
  • Communicate effectively verbally and in writing via phone, e‑mail and in person.
  • Work independently with minimal direction while collaborating with team members.
  • Demonstrate high attention to detail.
Education, Experience, and Training
  1. Associate’s degree or equivalent: two years of college coursework; AND
  2. Four (4) years of experience in Aquatics and/or similar tasks; WITH
  3. Two (2) years of supervisory experience; OR
  4. Any satisfactory combination of education, experience and training.
Licenses and Certifications
  1. Preferred certifications: STAR Lifeguard Trainer; StarGuard Instructor Level 2; Red Cross Water Safety Instructor Trainer; CPR/First Aid for the Professional Rescuer (or ability to obtain within six months of hire).
Position Specific Requirement

Possession of, or ability to obtain a valid Oregon driver’s license within 30 days with an acceptable driving history per district policy. This requirement applies only for district vehicle use; lack of a license does not disqualify from the position itself.

Supervision Received

Reports directly to a Recreation Services Manager; follows standard processes and procedures with minimal supervision but confirms significant decision changes in advance.

Supervision Exercised

Provides direction and supervision to staff—including recruiting, hiring, training, evaluating, and managing performance; setting goals; providing discipline; responding to grievances; and recommending terminations when necessary.

Working Conditions
  • Indoor and outdoor duties; exposure to varying temperatures and inclement weather.
  • Noise, vibration, and oils in some program areas.
  • Work schedule varies, including early mornings, evenings, weekends, and holidays.
  • Required to work a rotating on‑call schedule and may be called for emergency incidents.
  • Stationary periods (sitting or standing) for extended times; occasional office movement.
  • Physical exertion: frequent walking, bending, lifting up to 50 pounds unassisted, kneeling, pushing, pulling.
  • Work outdoors on uneven terrain, inclines, and various surfaces.
  • Operate in moderate noise environments with frequent interruptions.
  • May be required to travel within or outside the greater Bend area, including to district sites.
  • Must process audible information and perform fine motor tasks (e.g., wrist, hand movements).
  • Maintain sustained concentration on computer screens and use keyboards/peripherals.
