About the job:

The Aquatics Supervisor is charged with providing specific aquatics programs and services through the leadership, coordination and supervision of aquatic staff as part of a highly collaborative and innovative Recreation Facilities Leadership team. The position is responsible for coordinating with the necessary aquatics and facility maintenance functions while working closely with the Customer Service Representatives, Facility Shift Leads and Fitness team to assure operations meet health and safety expectations as well as high customer expectations. The Recreation Facilities Leadership team is charged with leading the field in delivering aquatics, fitness, wellness, enrichment and social opportunities for the residents and guests of Bend while complimenting program and service delivery of the broader BPRD including positioning BPRD.

The position involves supervising and managing all aspects of the day‑to‑day activities providing leadership for daily operations including activities, program, staff, training, budget, partnerships, and responding to community and user expectations.

A day in the life:
  • Manage and oversee all personnel matters according to established policies and procedures including hiring, training, supervision, performance management up to and including discharge, personnel development setting targets and goals, evaluation of staff and volunteers.
  • Develop and maintain a proactive internal work ethic, internal customer service focus and a team driven work environment to include professional development, training and communication at all levels.
  • Staff scheduling, time and attendance review, including management of leave requests and time entry approval.
  • Lead and oversee the development, implementation and evaluation of specific programs and services to meet the needs and desires of the Bend Community, including playing a leadership role in enhancing programs currently offered at JSFC and the Larkspur Community Center‑Home of the Bend Senior Center to complement and enhance services.
  • Maintain an accurate and efficient pool block schedule and staffing protocol to best utilize aquatics spaces for the greatest community benefit, including strong relationships and scheduling with partner organizations, rentals, and other groups with efficient billing and ongoing communications to prioritize and allocate pool space.
  • Identify and respond to community needs, program trends and District strategic programming and outreach goals.
  • Work collaborative with Recreation Services Manager to communicate market and promote facility and programs, coordinate and oversee special events and community engagement opportunities in accordance with the Program Delivery Strategy, the BPRD Strategic Pan, and Comprehensive Plans, such as Latino programming, teen and family outreach to underrepresented residents.
  • Design, develop and analyze annual aquatic facility and programming marketing plan to promote and provide public information concerning aquatics programs.
  • Work closely with Community Relations and the District Marketing & Technology Managers & Coordinators to create and distribute promotional materials such as accurate online schedules, newsletter(s), flyers, social media content, and electronic schedule board.
  • Provide ongoing promotion of JSFC, LCC‑BSC and BPRD programs and special events as well as maintaining a strong communications strategy with all partner organizations to protect and enhance the BPRD experience.
  • Play a leadership role in the development of assigned PlayBook sections, RecTrac entry, website pages, and online calendars.
  • Work collaboratively with the maintenance staff to ensure facility maintenance and improvement needs ensure pool public health codes and requirements are consistently maintained.
  • Provide for the ongoing care and maintenance needs of assigned equipment, facilities, and resources including the maintenance of required records and documentation.
  • Monitor safety and security of Recreation Facilities including in service training of front line staff, current certifications of all lifeguards and WSI’s, instruct specialized programs as needed, including training and lifeguard training as needed, and monitoring maintenance and operational conditions to mitigate risk both to resources and occupants.
  • Stay up to date with Aquatics trends and best practices by participating in the ORPA Aquatics Section and other regional and national organizations.
  • Initiate and nurture ongoing healthy work relationships with community organizations, community partners and the public, by attending community meetings, answering general inquiries, responding to concerns and capitalizing on opportunities to collaborate. Serve or participate on community and District committees as assigned.
  • Ongoing outreach and interactions with community members, groups and organizations.
  • Coordinate and oversee facility use agreements with schools, clubs, private parties and other non-district user groups, independent contractors, vendors, etc.
  • Respond to staff and public questions, concerns, requests in a timely manner.
  • Assist in the development and management of budgets and monitor and ensure financial performance.
  • Oversee contractual agreements with user groups, independent contractors, vendors, etc.
  • Ensure compliance with safety, health, personnel, industry and other regulations, including maintaining appropriate records and documentation.
Requirements
What you’ll need for success:
  • Strong Knowledge of: Principles, development, practices, implementation and evaluation in assigned program;
  • Project management techniques and methods;
  • Effective supervision, training and performance management practices;
  • Effective customer service best practices; and
  • Applicable laws, codes, regulations, policies and procedures for assigned program area.
Skill and Ability to:
  • Demonstrate excellent planning, organization, problem solving, initiative, prioritization and conflict resolution skills;
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others;
  • Exercise independent initiative and decision‑making skills;

  • Analyze data and draw logical conclusions, and effectively interpret policies and procedures;
  • Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other computer programs as well as operating common office equipment.
  • Effectively communicate with others verbally and in writing, including by phone, e‑mail and in person.
  • Work independently with minimum direction while also working as part of a team and collaborating with others; and
  • Demonstrate a high attention to detail.
What we’re looking for:
Education, Experience, and Training:
  • Associate’s degree or equivalent two years of college coursework; AND
  • Four (4) years of experience in area of Aquatics and/or performing similar tasks; AND
  • Two (2) years of supervisory experience; OR
  • Any satisfactory combination of education, experience and training.
License and Certifications:
  • Certification preference includes STAR Lifeguard Trainer; StarGuard Instructor level 2; Red Cross Water Safety Instructor Trainer; CPR/First Aid for the Professional Rescuer (or ability to obtain within 6 months of hiring).
  • Some positions may require possession of, or ability to obtain valid Oregon driver’s license within 30 days with an acceptable driving history as defined by district driving policy.
