This position plays a key role in planning and executing seasonal youth sports leagues such as Fall Soccer, Winter Basketball, Spring Baseball/Softball, as well as a variety of instructional classes throughout the year. The role involves development, planning, scheduling, implementation, supervision, and evaluation of various activities, events, and functions. It has functional authority over approximately 50 part-time and seasonal recreation program employees and manages contracted services and volunteers in designated programs. The position requires independent decision-making, initiative, and discretion. Typical work hours are Monday through Friday, with occasional evenings and weekends, including regular Saturdays during Youth Leagues like Fall Soccer and Winter Basketball. A weekday off is provided in exchange for Saturday hours.
- Responsible for developing policies and procedures, planning, scheduling, implementing, supervising, and evaluating assigned programs and special events.
- Conducts research to identify valuable and interesting community programs; evaluates their effectiveness and viability; recommends new programs or modifications to meet community needs.
- Serves as a liaison and resource for community agencies, school districts, and other organizations; performs community outreach to promote recreational programs.
- Works collaboratively with other city departments.
- Performs general office duties and customer service, including participant registration, phone calls, and setup for rentals and programs.
- Provides leadership, training, and supervision for assigned programs and staff. Conducts interviews, hires, and evaluates staff. May supervise activities in the absence of normal staff.
- Oversees and manages contract services.
- Maintains necessary certifications for staff training and development.
- Develops and implements marketing strategies using social media, website content, email campaigns, print materials, and signage.
- Recommends and procures program supplies and equipment, managing inventories and purchasing within budget limits as authorized.
- Assists in facility and equipment use management, ensuring appropriate use and implementing controls.
- Maintains good public relations and excellent customer service.
- Submits payroll, invoices, requisitions, and revenue reports. Assists in revenue control and reporting.
- Performs other duties related to assigned programs as required by the Recreation Manager.

Bachelor’s degree in recreation, physical education, or a related field, plus five years of relevant experience, including at least one year in a supervisory role. Valid Wisconsin Driver’s License required.
Preferred Qualifications:
- Experience in public recreation programming and community event planning and supervision.
- CPR/First Aid/AED Instructor Certification.
Physical Requirements:
- Light work involving exerting up to 20 pounds of force occasionally and 10 pounds frequently, including activities like climbing, bending, reaching, and lifting.
Environmental Requirements:
- Work occurs inside and outside, subject to environmental conditions.
Sensory Requirements:
- Close visual acuity, oral communication, and sound discrimination are required.
