Job summary

Grand River Dam Authority in Chouteau, OK, seeks a Senior Rate Analyst to support the Director of Rates in developing and applying the electric utility cost-of-service model. You will lead complex revenue requirement studies, cost allocation, and rate design while preparing clear documentation for leadership and stakeholders.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Business, Engineering, or related field.
  • Seven (7) years of progressively responsible experience in electric utility rates, cost of-service modeling, financial analysis, or a closely related field.
  • Valid Oklahoma driver’s license or ability to obtain one.

Responsibilities

  • Develop, maintain, and document the electric utility cost-of-service model with inputs, assumptions, methodologies, and version control.
  • Prepare annual and multi-year revenue requirement studies and support long-range rate planning.
  • Perform class cost allocation, marginal cost analysis, and rate design studies across customer classes.
  • Analyze generation, transmission, distribution, and customer-related costs and validate cost drivers.
  • Develop rate and tariff proposals with supporting workpapers, narratives, and exhibits.
  • Conduct scenario and sensitivity analyses to inform leadership decisions and present findings.

The Senior Rate Analyst supports the Director of Rates in developing, maintaining, and applying the electric utility cost-of-service model and related analytical tools. This role leads complex revenue requirement, class cost allocation, and rate design studies; produces clear, defensible documentation for internal decision-making and external stakeholders; and collaborates across Finance, Accounting, Generation, Engineering, Customer Service, and Regulatory/Legal functions to ensure rates are equitable, competitive, and aligned with the Authority’s financial and operational objectives.**Essential job functions include, but are not limited to:** • Develop, maintain, and document the electric utility cost-of-service model, including data inputs, assumptions, methodologies, and version control. • Prepare annual and multi-year revenue requirement studies and support long range rate planning. • Perform class cost allocation, marginal cost analysis as applicable, and rate design studies; evaluate impacts by customer class, usage characteristics, and contract terms. • Analyze generation, transmission, distribution, and customer-related costs; coordinate with Accounting/Finance and operations teams to validate cost drivers and allocations. • Develop rate and tariff proposals and prepare supporting workpapers, narratives, and exhibits. • Conduct scenario and sensitivity analyses to inform leadership decisions. • Support budget, forecasting, and financial planning activities by providing rate related assumptions, revenue projections, and variance explanations. • Prepare clear presentations and summaries for internal leadership, Board materials, and customer/stakeholder discussions; respond to data requests and inquiries. • Monitor and benchmark rate structures and cost-of-service practices across peer public power and investor-owned utilities; identify trends and improvement opportunities. • Perform other duties and responsibilities as assigned.**Skills, Knowledge, Qualities:** • Advanced analytical and problem-solving skills with the ability to interpret and communicate complex financial and operational data. • Strong knowledge of electric utility ratemaking concepts, including revenue requirement, functionalization/classification, cost allocation, and rate design. • Expert-level proficiency in Microsoft Excel and strong proficiency with Microsoft Office. • Ability to build and maintain structured, auditable models with clear documentation, assumptions, and version control. • Strong written and verbal communication skills, including the ability to produce defensible workpapers and present results to technical and non-technical audiences. • Excellent organizational skills, attention to detail, and ability to manage multiple deadlines while working collaboratively across departments. • High professional ethics and discretion when handling confidential financial, customer, and contract information. • Perform other duties and responsibilities as assigned.**Education, Training, Experience:** • Bachelor’s degree in Finance, Accounting, Economics, Business, Engineering, or a related field. • Seven (7) years of progressively responsible experience in electric utility rates, cost of-service modeling, financial analysis, or a closely related field.**Certificates, Registrations, Licenses:** • Valid Oklahoma driver’s license, or the ability to convert within 30 days for those with an out of state driver’s license that are an Oklahoma resident.**Physical/Mental Requirements & Working Conditions:** • Work is usually performed in an office environment.**Other information:** • Position can be located at the at the Engineering and Technology Center, Tulsa, OK or the Administrative Center in Chouteau, OK. • Occasional travel to other GRDA locations and customer/stakeholder meetings may be required. • Compensation will be commensurate with experience and qualifications • Highly competitive benefits packageIf you’re passionate about growth, teamwork, and making an impact, you’ll love building your career with us.
