Job summary

National Railroad Safety Services, Inc. (NRSS) in Baltimore, MD seeks a Contractor in Charge (CIC) to oversee construction, maintenance, and safety compliance for freight railroads, transit systems, and industry partners. The CIC leads safety on worksites and ensures FRA compliance.

Expect 50–85% travel and field deployments across projects. The role requires strong safety leadership, communication, and documentation skills, with a focus on working within railroad rights-of-way and coordinating

Qualifications

• Strong computer, communication, and organizational skills.
• Communicates effectively in verbal and written formats.
• Ability for long-term travel assignments, including multi-month deployments.
• Valid Driver's License.
• High School Diploma or Equivalent.
• Minimum of 2 years' experience in a railroad company, preferably in maintenance of way or TY&E.
• Completes all required federal, client, and company-specific training.

Responsibilities

• A safety-focused railroad-approved contractor responsible for overseeing worksite safety and providing flagging services as needed in place of railroad personnel.
• Conducts job briefings and ensures full compliance with FRA regulations during work near tracks.
• Monitors track conditions, approaching trains, and work activities to keep personnel safely clear.
• Communicates with train dispatchers, engineers, and supervisors via radio, phone, or electronic systems to coordinate movements and permissions.
• Documents all activities, including briefings, incident reports, logs, and forms for management and regulatory agencies.
• Enforces all Railroad, State, and Federal policies.
