Job summary

National Railroad Safety Services, Inc. (NRSS) is seeking a Contractor in Charge (CIC) in San Diego, CA, to oversee construction, maintenance, and safety compliance for freight railroads, transit systems, state DOTs, and rail partners.

The CIC will lead safety-focused activities, conduct job briefings, and ensure compliance with FRA regulations. This field role requires extensive travel and strong communication skills.

Qualifications

• High school diploma or equivalent required.
• Minimum 2 years' railroad experience preferred in maintenance of way or TY&E.
• Ability for long-term travel assignments and to pass required training.
• Must have a valid driver's license.

Responsibilities

• Oversee work within railroad rights-of-way, ensuring safety and compliance with regulations.
• Conduct job briefings and ensure FRA regulations (49 CFR 214) are followed during track work.
• Monitor track conditions, assess approaching trains, and keep personnel clear of active tracks and equipment.
• Communicate with train dispatchers, engineers, and supervisors to coordinate train movements and permissions.
• Document all activities including briefings, incident reports, logs, and forms for management and regulators.
• Enforce Railroad, State, and Federal policies.
