Overview
- Oversee maintenance, repair, inspection, testing, and cutovers.
- Ensure compliance with FRA regulations, including 49 CFR Part 236 Subpart I.
- Implement and improve procedures; train and instruct staff.
- Monitor performance, analyze failures, and drive reliability improvements.
- Maintain records; track inspections; conduct efficiency tests; audit activities.
- Provide leadership, supervision, HR oversight, and system reporting.
- Act as the client's single point of contact; manage all correspondence.
- Make immediate operational decisions, including during mobilization.
- Attend required meetings and represent the Contractor to the client.
- Designate and empower an Acting Manager to ensure coverage.
- Maintain ongoing proficiency; meet performance standards.
Qualifications & Experience
- 10 years: FRA-regulated commuter/freight rail of similar scope
- 10 years: railroad systems (design, engineering, construction, maintenance, testing)
- 4+ years: supervisory/leadership
- 5+ years: signal systems (ABS, CTC, interlockings, PTC/E-ATC, coded track circuits, grade crossings)

- Signal systems: ABS, CTC, Alstom ElectroLogIXS interlockings, E-ATC PTC, EC5/EC6, grade crossings; wayside/cab signals
- Communications: analog/digital telecom, cellular routers/modems, private cellular networks, LANs, fiber optics, SCADA
- Records management and compliance auditing
