Job summary

LS Black Constructors is seeking a Quality Control Program Manager to lead enterprise construction quality across a premier federal portfolio. You will oversee the corporate QC program, act with stop-work authority, and drive continuous improvement on USACE and DoD projects.

You will manage a 4–6 person QC team, integrate QC into project delivery, and collaborate with safety and project management to ensure compliance and high standards on site. Based in St. Paul, MN with travel.

Qualifications

• Bachelor's degree in a construction-related field or equivalent professional experience.
• Proven leadership and staff development across multiple projects.
• Strong knowledge of USACE quality requirements and CQC processes.

• Own and sharpen the corporate Quality Control program and Quality Management Plan for federal projects.
• Lead a team of 4–6 QC managers and specialists, including recruiting and coaching.
• Analyze non-conformance trends and drive preventive actions across active sites.
• Oversee USACE three‑phase control, CQC plans, and daily QC documentation in RMS 3.0.
• Exercise stop-work authority when quality falls short of contract documents.
• Collaborate with safety, field, and project management during preconstruction and build phases.

The Opportunity

You will serve as the company-wide subject matter expert with full authority to lead and sharpen the corporate Quality Control program at LS Black Constructors. In this high-impact role, you will lead a dedicated team of QC professionals and integrate quality standards directly into project delivery across a premier federal portfolio. You will have full backing to exercise stop-work authority and drive continuous improvement on critical USACE and Department of Defense projects.

How You Will Make An Impact

• Own and continuously sharpen the corporate Quality Control program, Quality Management Plan, and standard operating procedures across all federal projects.
• Direct, recruit, hire, coach, and manage a team of 4 to 6 project-assigned Quality Control managers and specialists.
• Analyze non-conformance, deficiency, and rework trends across active jobsites to drive preventive actions and systemic solutions.
• Oversee implementation of the USACE three-phase control process, CQC plans, and daily QC documentation within RMS 3.0.
• Exercise full stop-work authority when site performance fails to meet contract documents or quality standards.
• Collaborate shoulder-to-shoulder with safety, field execution, and project management leaders during preconstruction and active build phases.
• Maintain strong, transparent working relationships with USACE Quality Assurance representatives and federal clients.

Required Qualifications & Experience

• Bachelor's degree in Construction Management, Construction Engineering, Civil/Architectural Engineering, or equivalent field experience.
• Minimum of 10 years of overall construction industry experience.
• Proven track record of supervising, developing, and holding accountable staff across concurrent project locations.
• Solid working knowledge of USACE quality requirements, including the three-phase control process, CQC plans, and submittals.
• Advanced proficiency with the Microsoft Office suite.
• Valid driver's license to support regular site travel.

Preferred Qualifications & Experience

• 5+ years of dedicated quality control management experience on federal construction projects.
• Active USACE Construction Quality Management for Contractors (CQM-C) certification, or ability to obtain within 90 days.
• Direct design-build project experience, including design-phase quality management.
• Working knowledge of Lean, Kaizen, or continuous improvement systems.
• Specialized experience in MILCON or DoD active facility renovations.
