Job summary

LS Black Constructors is seeking an Assistant Project Manager to support the Project Manager in running construction projects from pre-construction through closeout. You will assist in planning, coordination, and execution so that projects finish safely, on time, within budget, and to the quality standards our clients expect, including USACE and NAVFAC.

Responsibilities

  • Project Documentation and Reporting: Prepare, distribute, and manage project documentation, including contracts, submittals, RFIs, meeting minutes, change orders, and closeout documents.
  • Schedule and Cost Support: Develop and monitor CPM schedules in Primavera P6 or MS Project; assist in cost estimates, budgets, and financial reports; prepare Schedule of Values and pay applications.
  • Subcontractor and Field Coordination: Coordinate subcontractor activities; monitor delivery schedules and material orders; collaborate with superintendents and field staff to resolve on-site issues.
  • Client and Stakeholder Relations: Maintain regular communication and progress reporting; participate in project meetings with clients, architects, engineers, and stakeholders (including USACE/NAVFAC).
  • Safety and Compliance: Ensure compliance with safety policies and OSHA regulations.

Summary of Position

The Assistant Project Manager supports the Project Manager in running construction projects from pre-construction through closeout. This role assists in planning, coordination, and execution so that projects finish safely, on time, within budget, and to the quality standards our clients, including USACE and NAVFAC, expect.

You are the connective tissue on the project: the liaison between the PM, subcontractors, field staff, and clients. You keep the paper trail clean, the schedule honest, and the costs tracked, so the PM can lead and the field can build.

Key Responsibilities

Project Documentation and Reporting

  • Prepare, distribute, and manage project documentation, including contracts, submittals, RFIs, meeting minutes, change orders, and closeout documents.
  • Maintain accurate, organized project records in accordance with company standards and, on federal contracts, USACE's Resident Management System (RMS 3.0) or NAVFAC's Electronic Construction Management System (eCMS).
  • Track project progress and provide regular updates to the Project Manager and stakeholders.

Schedule and Cost Support

  • Support development and monitoring of Critical Path Method (CPM) project schedules in Primavera P6 or MS Project, identifying potential delays or issues before they compound.
  • Assist in preparing cost estimates, budgets, and financial reports; track project costs and support cost control measures.
  • Prepare Schedule of Values, pay applications, and other billing documents required by the owner contract.
  • Review subcontractor and vendor invoices for accuracy before submission for approval.

Project Buyout and Procurement

  • Assist the Project Manager with subcontractor procurement, including preparing bid solicitations, bid analysis, and tabulations.
  • Support development of scopes of work for subcontract packages and participate in scope review sessions prior to award.

Subcontractor and Field Coordination

  • Coordinate subcontractor activities, ensuring compliance with project plans, specifications, safety, and quality standards.
  • Monitor delivery schedules and material orders to ensure timely availability on-site.
  • Collaborate with superintendents and field staff to resolve on-site issues.
  • Conduct site visits to monitor progress, safety compliance, and quality of work.
  • Manage project closeout, including punch list documentation and completion, and support post-completion warranty administration with subcontractors.

Client and Stakeholder Relations

  • Support regular communication and progress reporting to maintain strong client relationships.
  • Participate in project meetings with clients, architects, engineers, and other stakeholders, including USACE and NAVFAC representatives on federal work.

Safety and Compliance

  • Help ensure compliance with all company safety policies and OSHA regulations.

Qualifications

Required

  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field, or equivalent field experience.
  • 1 to 4 years of relevant experience in commercial or federal construction project support or coordination.
  • Knowledge of construction means, methods, codes, and best practices.
  • Familiarity with construction project management software, such as Procore, Viewpoint, Bluebeam, Primavera P6, or MS Project.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency in the Microsoft Office suite (Excel, Word, Outlook).
  • OSHA 10-Hour certification, or ability to obtain within 90 days of hire.
  • U.S. citizenship, as required for site access and security clearance eligibility on Department of Defense installations.

Preferred

  • Experience supporting USACE or NAVFAC construction projects, including familiarity with RMS 3.0, eCMS, or federal submittal and RFI processes.
  • Familiarity with EM 385-1-1 (USACE Safety and Health Requirements Manual) and Unified Facilities Guide Specifications (UFGS).
  • OSHA 30-Hour certification.
  • Exposure to MILCON or DoD renovation work in active, occupied facilities.
  • Working knowledge of design-build project delivery.

Physical Requirements

  • Must maintain regular and reliable attendance at a level acceptable to the company, including the ability to work holidays, evenings, or weekends as necessary.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Sitting, standing, bending, walking on uneven surfaces, climbing, and lifting up to 25 lbs.
  • Ability to maneuver around construction sites where temperatures and noise levels fluctuate, and to see, hear, and verbally communicate with co-workers, clients, and Government representatives.
  • This role may require extended stays at project sites located outside the local market, including rotational assignments, depending on project location and phase.
