Clearance Requirement: Applicants must undergo a government security investigation and meet eligibility requirements, including U.S. Citizenship, to access classified information; a Top-Secret clearance is required.

Responsibilities

This position, reporting directly to the VP of Quality Assurance/Quality Control and the Director of QA/QC, is responsible for managing, implementing, and institutionalizing Quality Control activities on-site. Key duties include:

  1. Incorporate and lead M.C. Dean's Quality Management System, ensuring control of documents and records, management of nonconforming installations, and follow-up on corrective actions.
  2. Develop and implement the Quality Plan tailored to project specifications and contractual requirements.
  3. Partner with the project team to understand the scope of work.
  4. Establish and lead a 3-Phase Quality Control process, including preparatory, initial, and follow-up inspections.
  5. Collect and analyze inspection data, maintaining weekly logs.
  6. Manage discrepancy notices, corrective and preventive actions (CAPA).
  7. Identify project issues and provide solutions based on expertise and resources.
  8. Manage punch list processes and lead quality initiatives.
  9. Review engineering deliverables for compliance and address comments.
  10. Coordinate with third-party testing agencies and implement recommendations.
  11. Participate in ORM meetings, discussing quality issues.
  12. Assess project performance under the quality system, providing guidance and performing receipt inspections.
  13. Support internal audits and perform contract document reviews.
  14. Review design documents for constructability and compliance.
  15. Implement the 3-Phase Quality Control approach for all relevant work features.
  16. Create detailed installation checklists.
  17. Conduct detailed inspections, analyze data for continuous improvement, and share findings weekly.
  18. Participate in safety meetings and project meetings to address quality concerns.
  19. Manage and resolve Quality or Commissioning punch-lists, interfacing with GCs and Owners.

Qualifications

  • Graduate engineer, architect, or construction management degree.
  • Minimum 10+ years of relevant construction experience.
  • Ability to obtain Top-Secret clearance.
  • Experience in QA/QC management or related roles such as Project Manager or Superintendent.
  • Experience leading and auditing the integration of Quality Management Systems across disciplines.
  • Excellent communication, problem-solving, and analytical skills.
  • Ability to interpret construction drawings and documents.
  • Must pass a background check.
  • Knowledge of USACE/NAVFAC 3-Phase Quality Control System.
  • Experience on military bases or with government contracts.
  • Journeyman's Electrical License and apprenticeship certification preferred.
