Job summary

Teya Support Services, LLC is seeking a Quality Control Manager/SSHO in Lakehurst, NJ, The Quality Control Manager (CQC Manager) is responsible for developing, implementing, and managing the Contractor Quality Control (CQC) system for this federal construction project. This role ensures all work complies with the contract plans, specifications, and applicable codes.

The QC Manager may also serve as the Site Safety and Health Officer (SSHO).

Qualifications

• Bachelor’s Degree in Engineering or Construction Management; OR 20 years in related work.
• Minimum of 5+ years of full time experience as QCM.
• Construction Quality Management For Contractors certification.
• USACE CQM certification required with DoD/NAVFAC/USACE projects.
• OSHA 30 preferred, but not mandatory.
• Proficiency in project management software (RMS, eCMS, Procore, P6, MS Project, etc.).
• Ability to obtain and maintain DISCO Secret Clearance or higher levels, if required.
• Strong relationship building skills with clients, employees, managers, and project partners.
• Familiarity with Microsoft Suite of products.
• Experience with inspections, documentation and reporting.

Responsibilities

• Utilize the USACE-established three-phase control process (Preparatory, Initial, Follow-up) for all definable features of work; generate the CQC plan.

• Coordinate with the Site Superintendent, subcontractors, and testing agencies to ensure work meets contract requirements.
• Analyze quality control test results and provide feedback/interpretation to production management and staff.
• Draft and maintain SOPs, manuals, and documentation for QA processes.
• Interface with the COR and Government QA personnel on quality and safety matters.
• Maintain accurate records and support final inspections and closeout documentation.

Duties and Responsibilities:

Perform quality control management on multiple federal DB and DBB construction projects. The QCM will review, process, and track submittals. The QCM will utilize the USACE-established three phases of control for all definable features of work and will be responsible for generating the CQC plan. Will function as SSHO when needed.

Quality Control:

• Develop, submit, and maintain the Contractor Quality Control (CQC) Plan for Government acceptance
• Perform quality control management across multiple federal DB and DBB projects, utilizing the USACE three-phase control process (Preparatory, Initial, Follow-up) for all definable features of work
• Review, process, and track submittals; manage timely review/approval of materials, equipment, and shop drawings
• Conduct or oversee preparatory, initial, and follow-up inspections and meetings
• Prepare and submit daily CQC reports, deficiency tracking logs, and material certifications
• Coordinate with the Site Superintendent, subcontractors, and testing agencies to ensure work meets contract requirements before covering or proceeding
• Analyze quality control test results and provide feedback/interpretation to production management and staff
• Draft and maintain SOPs, manuals, and documentation for QA processes

Safety (SSHO):

• Develop, implement, and enforce the site Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs), including daily safety briefings before work begins
• Conduct daily site safety inspections, document hazards and corrective actions, and hold stop-work authority for unsafe conditions
• Investigate accidents, injuries, and near-misses; complete required incident reports and track safety metrics (TRIR, DART, lost-time incidents)
• Ensure compliance with OSHA 29 CFR 1926 and USACE EM 385-1-1
• Oversee PPE use and safety procedures for high-hazard activities (fall protection, excavation, cranes/rigging, electrical, confined space, hazmat)
• Coordinate required safety training/certifications for site personnel and subcontractors, and conduct new-hire safety orientations
• Maintain SDS, hazard communication, and all safety recordkeeping in audit-ready condition
• Review and approve subcontractor safety programs and AHAs before work proceeds

Shared/Administrative:

• Interface with the COR and Government quality assurance personnel on both quality and safety matters
• Facilitate communication among government, company departments/management, and site staff
• Maintain accurate records and support final inspections and closeout documentation
• Maintain current knowledge of trends, developments, and technological advances in the construction quality and safety fields
• Perform other related duties as assigned

Required Qualifications and Experience:

To perform hands‑on leadership, technical quality expertise, and cross‑functional coordination in a Department of defense environment. QC Manager works closely with the Site Superintendent, Project Manager, subcontractors, testing labs, COR, and Government QA personnel. High attention to detail, documentation discipline, and professional conduct in a military installation environment are essential.

• Strong relationship building skills with clients, employees, managers, and project partners.
• Familiarity with Microsoft Suite of products.
• Experience with inspections, documentation and reporting.
