Job Description

Cape Fox Expeditionary is seeking experienced construction professionals to serve in field service roles. We are seeking a qualified Quality Control Manager (QCM).

This position is contingent upon award.

This position is responsible for the day-to-day management, supervision, safety, and quality control of assigned construction projects and reports directly to the Project Manager. Projects are primarily performed at U.S. military and Customs and Border Protection (CBP) installations along the Gulf Coast.

Project scopes may include:
  • Building renovations and repairs
  • New construction
  • Pre-construction services
  • IT and physical security upgrades
  • Electrical, plumbing, and HVAC work
  • Demolition
  • Civil and utility construction (electrical systems, underground potable water, stormwater, and sewer infrastructure, including associated earthwork)

The selected candidate will serve as the primary on-site liaison with Government representatives and will oversee subcontractors and vendors to ensure compliance with contract documents, safety standards, quality requirements, and project schedules and budgets.

This job description outlines the principal functions and typical responsibilities of the role and is not intended to be all-inclusive. Additional duties may be assigned as needed to support project or company requirements.

Quality Control (QCM):
  • Perform Quality Control inspections to ensure work complies with plans, specifications, and contract requirements.
  • Maintain and track quality control deficiency logs and corrective actions through completion.
  • Review, package, and submit construction submittals.
  • Conduct pre-final inspections, develop punch lists, and ensure all deficiencies are corrected.
  • Coordinate and conduct final inspections with Government contracting officials and engineering personnel.
  • Maintain photo documentation of work progress and installed conditions.
  • Manage project closeout activities, including warranties, in coordination with the Project Manager.
General, Administrative & Compliance Duties:
  • Prepare and submit detailed daily reports.
  • Manage subcontractor badging and base access processes.
  • Maintain accurate project documentation in Procore, Kahua, RMS, ECMS, SharePoint, and other required platforms.
  • Ensure compliance with all company policies, audits, and documentation requirements.
  • Maintain a clean, organized, and hazard-free job site.
  • Provide professional, courteous communication with Government officials, subcontractors, coworkers, and the public.
  • Participate in pre-construction process, i.e. review scopes and assist in buy-out of subcontractors, develop and submit site specific and safety preconstruction plans, and existing conditions site investigations.
  • Perform pre-bid site walks and provide feedback to the estimating team.
  • Photo Documentation

This is a full-time, field-based position supporting U.S. Government contracts at military and CBP installations. The majority of work will be performed on active construction sites.

  • Travel may be required depending on project assignments and home location.
  • Work may involve exposure to weather extremes, uneven terrain, noise, dust, and other construction-related conditions.
  • Extended hours, night work, weekend work, and holiday work may be required to meet project deadlines or contract requirements.
  • Employees must consistently maintain a high level of professionalism, flexibility, initiative, and mental alertness.

The salary range (or hiring range) for this position has been established at: $95,000.00 - $130,000.00

The above salary range represents the company’s good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, for fulltime, benefit eligible positions we offer a variety of benefits including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance as well as 401K with company match.

Job Requirements
Required Education and Certifications:
  • Minimum of 8 years of experience supervising/managing construction projects in various capacities of Superintendent, Quality Control Manager and Site Safety.
  • Minimum 5 years of supervising/managing federal construction project experience.
  • Be 30-Hour OSHA certified and carry the OSHA 30 card.
  • Knowledgeable with the provisions of EM 385-1-1 "Corps of Engineers Safety and Occupational Health Requirements Manual, dated March 2024.
  • First Aid/CPR trained
  • Certified USACE Construction Quality Management for Contractors
  • Competent persons training in Fall protection, confined space and excavation (Desired).
Qualifications and Technical skills:
  • Proven track record of maintaining project schedules and budgets
  • Proven skills to identify onsite construction hazards and recommend/implement elimination, mitigation or controls.
  • Proven knowledge of construction equipment, methods, and processes and how to incorporate best safe practices in our daily activities.
  • Ability to work under deadline pressure, handle stress and deliver professional results.
  • Long hours and weekends may be required to meet deliverables.
  • Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization.
  • Ability to travel to company work sites, as needed.
  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must have authorization to work in the United States
  • Must be able to pass a background check to work on Government facilities
  • Proficient in applications such as Word, Excell, PDF editing in Blue Beam or Adobe
  • Proficient in project management tools such as Procore, Kahua Desired.
  • Proficient in Government management tools such as RMS, ECMS, Sharepoint
Physical Requirements:
  • Ability to lift up to 25 pounds.
  • Ability to sit, stand, walk, bend, stoop, climb ladders, and work for extended periods.
  • Ability to work on a computer for prolonged periods.
  • Ability to work outdoors in extreme weather conditions.
  • Ability to traverse uneven terrain and active construction sites.
  • Must wear required PPE at all times.
  • Must maintain continuous mental alertness and situational awareness.
