Job summary

SIVAD Consulting in Tracy, CA is seeking a Quality Control Manager to direct and enforce the QC program on USACE and other federal construction contracts. The role ensures materials, workmanship, and construction procedures meet contract specs and government regulations.

You will lead the Three-Phase Control process, manage RMS 3.0, exercise stop-work authority, review submittals, coordinate field testing, track deficiencies, and chair weekly QC meetings with subcontractors and the admin team.

Qualifications

• Minimum 5 years' experience in design and implementation of Fire Alarm and Mass Notification Life Safety Systems.
• Bachelor's degree in civil engineering, Construction Management, Architecture, or related field preferred; 5–10 years of QC management on USACE/NAVFAC projects may substitute.

Responsibilities

• Implement USACE Three-Phase Control process (Preparatory, Initial, Follow-up) for each feature of work.
• Update RMS 3.0 to log daily QC reports, track submittals, manage deficiencies, and upload test results.
• Stop-work authority to halt non-conforming work and unsafe activities.
• Prepare daily Quality Control Reports (QCRs) and maintain as-built drawings and closeout documents.
• Review, approve, and track all shop drawings, material samples, and technical data sheets.
• Coordinate and witness field testing (soil compaction, concrete strength, welding, electrical) and maintain testing log.
• Identify, document, and track deficiencies with a rework log and ensure corrective actions.
• Coordinate with Site Safety and Health Officer to comply with USACE EM 385-1-1 and OSHA regulations.
• Chair weekly QC coordination meetings with subcontractors and participate in progress meetings with USACE Resident Engineer.
