Job summary

Innovative Consulting & Management Services (ICMS) seeks an experienced Quality Control Manager to oversee the contractor's quality control program for a government base operations contract. The role is full-time onsite at Fort Gordon, GA.

Responsibilities include developing and maintaining the Quality Control Plan, conducting inspections, tracking deficiencies, and ensuring compliance with PWS. Requires 5+ years in QC management and OSHA/EPA certifications are preferred.

Qualifications

• Minimum 5 years of quality control management experience in a Public Works/base operations contract environment.
• Experience managing or inspecting multiple facility service disciplines (HVAC, Electrical, Plumbing, Building maintenance, Preventive maintenance, Work order management, Environmental/safety compliance).
• Excellent written and verbal communication abilities in English.

Responsibilities

• Develop, implement, and maintain a Quality Control Program documented in a Quality Control Plan (QCP) to ensure services meet PWS.
• Identify and prevent recurrence of defective services and track deficiencies to completion.
• Conduct scheduled and unscheduled inspections of services listed in the PWS; prepare QC reports and trend analyses.
• Monitor compliance with all PWS requirements and performance metrics; recommend process improvements.
• Assist in developing employee training related to quality standards and contract compliance; participate in transition planning and quality audits.

ICMS is looking for an experienced Quality Control Manager who is responsible for the contractor's quality control program.

Duties and Responsibilities:

• Develop, implement, and maintain an effective Quality Control Program documented in a Quality Control Plan (QCP) to ensure services are performed in accordance with PWS.
• Develop and implement procedures to identify and prevent recurrence of defective services
• Conduct scheduled and unscheduled inspections of services listed in the PWS
• Submit the QCP to the KO for acceptance within 30 calendar days after award and submit proposed changes five working days prior to implementation
• Identify performance deficiencies and implement timely corrective actions.
• Track deficiencies through completion and verify corrective actions have been successfully implemented.
• Prepare quality control reports, inspection logs, corrective action reports, and trend analyses.
• Monitor compliance with all Performance Work Statement (PWS) requirements and performance metrics.
• Recommend process improvements to increase efficiency and service quality.
• Assist in developing employee training programs related to quality standards and contract compliance.
• Participate in transition planning, startup activities, and quality audits.
• Maintain records required by the contract for Government review.
• Perform other quality-related duties as assigned.

This is a contingent hire position based upon the award of contract.

Required Qualifications:

• High school diploma or equivalent required. Associate or bachelor's degree in business, Facilities Management, Quality Management, Environmental Services, or a related field is preferred.
• Must have minimum of 5 years of experience performing quality control management functions in a Public Works base operations contract environment.
• Experience to include, but not limited to managing the overall quality program, deficiency identification/correction, and analyzing performance data to correct and improve performance.
• Experience managing or inspecting multiple facility service disciplines, such as: HVAC/mechanical, Electrical, Plumbing, Building maintenance, Preventive maintenance, Work order management, and Environmental and safety compliance
• Excellent written and verbal communication abilities in English.

Licenses and Certifications:

• A valid state’s driver's license (with no major infractions) is required
• OSHA 30-Hour training
• EPA Section 608 Universal Certification preferred but not required preferred
