The Metropolitan Mosquito Control District (MMCD) was created by the Minnesota state legislature (Minn. Statute 473.704) in 1958 for the benefit of citizens of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

The Quality Assurance Program Coordinator is a pivotal role in maintaining high-quality standards for the District’s mosquito control operations, ensuring that treatments, field protocols, and staff performance are evaluated rigorously and effectively.

As The Quality Assurance Program Coordinator, You Will:
  1. Develop, implement, and maintain MMCD’s comprehensive quality assurance (QA) and quality control (QC) program.
  2. Coordinate and collaborate with multiple departments to evaluate control material and treatment procedure efficiency.
  3. Manage and oversee the collection and analysis of quality assurance/quality control data.
  4. Oversee the implementation and training of field staff in field protocols, providing feedback as needed.
  5. Conduct industry research into new tools, methods and technologies and share findings with relevant teams.
  6. Acquire, prepare, distribute, and maintain all testing and evaluation equipment required for QA/QC activities.
  7. Perform other related duties as assigned, ensuring the continuous improvement and effectiveness of the QA/QC program.

Hiring Range: $71,380.00 - $76,988.79 – this is a benefits eligible position.

Minimum Qualifications:

Bachelor’s Degree in Statistics, Biology, Environmental Science, or a related field and three to five years of experience in quality assurance, quality control, or related field; or equivalent combination of education and experience.

Demonstrated experience in experimental design, conducting statistical analysis, and evaluating program or project efficacy. Proven ability to lead teams, manage complex projects, and communicate technical information clearly.

Knowledge Required:
  • Principles of quality assurance and control, including analytical measurement techniques and treatment efficacy evaluation.
  • Biostatistics and evaluation methods, particularly in natural environments and entomology.
  • Knowledge of macroinvertebrate biology, integrated pest management (IPM), and modern mosquito control methods.
  • Understanding of insect surveillance techniques, both aquatic and terrestrial.
  • Familiarity with SQL scripts and database concepts for data management and reporting.
  • Knowledge of Geographic Information Systems (GIS) concepts and their application in communication and analysis.
  • Knowledge of environmental impact assessment techniques and the ability to assess the ecological effects of control materials on non-target species and sensitive habitats.
Skills Required:
  • Organizational Skills: Ability to prioritize and manage multiple tasks, ensuring timely completion of complex projects while maintaining attention to detail.
  • Problem-Solving: Strong problem-solving skills to address control material issues, field protocol discrepancies, and operational challenges, providing actionable solutions.
  • Ability to traverse and work in natural field environments such as wetlands, woodlots, and grasslands.
  • Supervisory Skills: Ability to lead, train, and supervise seasonal staff, ensuring adherence to established procedures and maintaining effective workflow.
  • Communication: Excellent verbal and written communication skills to effectively share QA/QC findings with staff, management, and external stakeholders.
  • Ability to read, understand, and implement work plans, and use maps and GIS data to navigate the District’s service area.
  • Proficiency with computers, relevant software applications, and standard office equipment.
  • Ability to maintain accurate records, prepare detailed reports, and document QA/QC activities for regulatory and internal purposes.
Physical Requirements:

Positions in this class typically require stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Lift and carry up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to manipulate, lift, carry, push, pull or otherwise move objects. Some sedentary work that involves sitting. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Incumbents will be subjected to outdoor work and operation of District vehicles and equipment.
