Job summary

Procon Consulting seeks a Quality Assurance (QA) Manager to oversee QA for federal construction projects nationwide. You will implement QA processes, lead audits, and drive continuous quality improvement across the lifecycle, coordinating with government clients and multidisciplinary teams.

You will manage daily QA activities, ensure CQC compliance, and develop QA plans while supporting project scheduling and documentation.

Qualifications

  • Active TS/SCI clearance with CI Polygraph required.
  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, or related field, with 3+ years of relevant experience; 7+ years may substitute for a degree.
  • Experience supporting federal construction, facilities, infrastructure, or capital improvement programs.
  • Demonstrated experience managing quality assurance processes, project coordination, or construction quality programs.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook) and Microsoft Project.
  • Strong customer service skills with government clients and diverse stakeholder groups.
  • Excellent leadership, organizational, problem-solving, and decision-making skills.
  • Strong written and verbal communication skills, including technical writing experience.
  • Ability to lead multidisciplinary technical teams in a fast-paced environment.
  • Professional certifications such as CFM, BOMI, IFMA, or similar credentials.
  • Experience supporting DoD, IC, or other secure federal facilities programs.
  • Knowledge of federal construction quality management practices, project controls, and facility lifecycle management

Responsibilities

  • Lead cross-functional teams and coordinate FAC-1B and FAC-1C project activities to support planning, execution, and successful project delivery.
  • Develop, implement, and maintain Quality Assurance (QA) plans and oversee Contractor Quality Control (CQC) compliance throughout the project lifecycle.
  • Manage daily quality assurance activities from project initiation through closeout, including O&M manuals, as-built drawings, and warranties.
  • Monitor project controls, schedules, reporting, quality metrics, risks, and corrective actions to ensure program health and contract compliance.
  • Collaborate with government personnel, contractors, project managers, and stakeholders to support planning, quality management, and project coordination.
  • Lead QA/QC meetings, prepare project reports and communications, and maintain project procedures, documentation, and reporting processes.
  • Support project scheduling, quality documentation, and the interpretation of construction drawings and specifications.
  • Assist with recruiting, onboarding, mentoring, and developing project team members

We are seeking a Quality Assurance (QA) Manager to oversee quality management activities for federal construction projects. This role is responsible for ensuring compliance with contract requirements, implementing quality assurance processes, conducting audits and inspections, and driving continuous quality improvement throughout the project lifecycle. The ideal candidate has experience managing quality programs for federal construction projects and a strong understanding of quality management systems and construction best practices.

Qualifications and Skills

Physical Requirements
  • Walking and standing for extended periods while performing site observations and inspections
  • Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations
  • Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities
  • Accessing mechanical, electrical, utility, process, and other construction areas as required
  • Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements
  • Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations
  • Occasionally lifting and carrying up to 25 pounds
