Work Environment: Office-based with regular visits to residential programs and service locations as needed.
Reports To: Residential Director directly, with dotted-line reporting to HR Director for personnel records compliance
Position Summary
Dirigo Support Professionals is seeking a highly organized, detail-oriented, and mission-driven quality assurance and compliance administrator to oversee agency quality assurance activities, regulatory and training compliance, and continuous quality improvement initiatives. This leadership role supports the agency's commitment to providing high-quality, person-centered services while ensuring compliance with Home and Community-Based Services (HCBS) regulations, MaineCare requirements, and organizational standards.
This position is responsible for monitoring service quality, conducting audits, overseeing documentation, supporting staff development, coordinating stakeholder feedback, and leading corrective action efforts to promote excellence across all programs.
Quality Assurance & Compliance
- Conduct weekly quality assurance audits of daily service documentation to ensure accuracy, completeness, and compliance. Review team leader weekly census to ensure fraud prevention policies are followed.
- Complete quarterly audits of program records, intake documentation, annual assessments, and required regulatory paperwork.
- Conduct HCBS compliance reviews and develop corrective action and quality improvement plans as needed.
- Lead agency preparation for state licensing, certification, and quality assurance reviews.
- Monitor agency compliance with incident reporting requirements and complete monthly quality reviews of reportable events.
- Ensure timely follow-up, documentation, and resolution of quality and compliance concerns.
- Review medication administration practices, identify deficiencies, and support implementation of corrective actions.
- Maintain compliance tracking systems and support audit readiness across all service areas.
Service Quality Management
- Ensure all required assessments, releases, consents, and enrollment documents are completed and maintained.
- Complete internal investigations regarding services provided and work with Protective Service and the Department of Licensing to collect data and create plans for corrections in collaboration with Residential Director and Human Resources.
Stakeholder Relations & Provider Reviews
- Conduct quarterly provider reviews with members, guardians, case managers, and interdisciplinary team members.
- Compile, analyze, and report satisfaction survey results.
- Develop and implement service improvement initiatives based on stakeholder feedback.
- Foster positive working relationships with families, guardians, state agencies, case management organizations, and community partners.
Staff Oversight & Training Compliance
- Provide coaching, guidance, and constructive feedback to Team Leaders, and Direct Support Professionals regarding quality and compliance expectations.
- Review employee training records and certifications to ensure compliance with State of Maine requirements.
- Assign, monitor, and track required annual and role-specific training.
- Maintain training documentation, certifications, and compliance records within agency systems.
- Support Human Resources with onboarding compliance, second interviews, and employment-related quality reviews.
- Conduct quarterly audits of personnel records to ensure compliance with state and federal employment regulations.
Data Management & Operational Support
- Track and report quality metrics, trends, corrective actions, and compliance outcomes.
- Prepare reports and recommendations for executive leadership regarding quality improvement initiatives.
- Perform additional duties and special projects assigned.
Qualifications
- Bachelor's degree in Human Services, Healthcare Administration, Social Work, Business Administration, Nursing, or a related field preferred.
- Minimum of three (3) years of experience in quality assurance, compliance, healthcare administration, residential services, or a related leadership role.
- Experience with HCBS regulations, MaineCare services, licensing standards, and regulatory compliance preferred.
- Strong understanding of documentation standards, quality improvement practices, and incident management processes.
- Excellent organizational, analytical, and communication skills.
- Demonstrated ability to manage multiple priorities while maintaining attention to detail.
- Proficiency with Microsoft 365 and agency software systems including Therap, Attrezzo, ADP, and scheduling platforms.
- Ability to maintain confidentiality and exercise sound professional judgment.
