Job summary

Ross Group is seeking a Quality & Commissioning (QCx) Owner’s Representative Project Manager to lead the QCx program on a hyperscale data center site in Cedar Rapids, IA. You will oversee the commissioning agent and QA teams, ensuring adherence to owner standards while collaborating with construction and operations teams and the GC to maintain schedule and quality.

Qualifications

• 5+ years in quality management, commissioning, or MEP project mgmt on large commercial/industrial projects.
• Data center MEP systems knowledge including power distribution, UPS, generators, cooling, controls.
• Understanding of commissioning process from factory witness testing to IST Level 5.
• Commissioning or quality certs such as CxA, CCP, QCxP, or ASQ CQM preferred.
• OSHA 30-hour construction cert or ability to obtain before starting.
• Experience with commissioning/issue-tracking platforms like CxAlloy, Autodesk Construction Cloud, Procore.
• Strong leadership and influencing contractors/vendors not directly managed.
• Excellent verbal and written communication with diverse stakeholders.
• Willingness to relocate to Cedar Rapids, IA; flexible work hours as needed.
• Legally authorized to work in the United States.

Responsibilities

• Lead the owner’s QCx program on site and ensure alignment with program guidance.
• Direct commissioning agent and quality teams; manage vendor performance.
• Review vendor and GC QA/CI plans for conformance with standards.
• Develop/testing procedures with project needs.
• Oversee checklist completion and IST progress across levels.
• Facilitate owner and GC inspections to protect schedule.
• Lead QCx site meetings and ensure proper protocol.
• Track QA/QC issues through resolution and report status.
• Manage QCx change control and program compliance.
• Support field engineering, BIM coordination, and QA/QC reviews.
• Coordinate resources and ensure commissioning activities align with schedule.
• Assist with RFI/submittal processing and related reviews.
