Job summary

DelDOT is seeking a first-level Procurement Specialist to provide purchasing services for a state agency. The role requires overtime and emergency coverage as needed, including storm events.

You will review requisitions, determine contracting needs, write bid specifications, evaluate bids, and ensure timely deliveries. The position emphasizes regulatory compliance and coordination with vendors and internal users.

Qualifications

  • Six months experience in applying laws, rules, regulations, standards, policies and procedures.
  • Six months experience in procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.

Responsibilities

  • Reviews requisitions and purchase orders for completeness and accuracy; contacts user to obtain additional information as required.
  • Determines whether items to be purchased are on contract, require bidding or may be obtained by phone or from a catalog.
  • Writes specifications for bids, advertises them, and evaluates bids for conformity and compliance; tabulates and submits a recommendation of award.
  • Ensures prompt and complete deliveries; investigates problems and complaints from vendors concerning late delivery, price discrepancies, quality or defects; initiates change orders and cancellations as required.
  • Interviews vendor representatives for new and improved products, services and marketing conditions.
  • Maintains files on open purchase orders and correspondence, vendor lists, product catalogs and contract awards.
  • Attends meetings and seminars concerned with specification revisions, standardization and product evaluation.
  • May supervise clerical personnel.

Summary Statement

This is the first level providing purchasing services for a state agency. This position must be available to work overtime as needed, and during storm events and other emergency events on short notice, and in some cases, no advance notice.

Essential Functions
  • Reviews requisitions and purchase orders for completeness and accuracy; contacts user to obtain additional information as required.
  • Determines whether items to be purchased are on contract, require either formal or informal bidding or may be obtained by phone or from a catalog.
  • Writes specifications for bids, has them advertised, printed and sent to appropriate vendors; evaluates bids received for conformity to bid specifications and compliance with governing laws, rules and regulations; tabulates and submits a recommendation of award.
  • Ensures prompt and complete deliveries; investigates problems and complaints from vendors (users) concerning late delivery, price discrepancies, poor quality or defective merchandise; initiates change orders and cancellations as required.
  • Interviews vendor representatives for new and improved products, services and marketing conditions.
  • Maintains files on open purchase orders and correspondence, vendor lists, product catalogs and contract awards.
  • Attends meetings and seminars concerned with specification revisions, standardization and product evaluation.
  • May supervise clerical personnel.
Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Six months experience in applying laws, rules, regulations, standards, policies and procedures.
  • Six months experience in procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.

Pre-employment Drug Testing: Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.

Criminal background check: A satisfactory criminal background check is required as a condition of hire. The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.

As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
