Essential Duties and Responsibilities:
  1. Research purchasing statutes to develop policies and procedures to coordinate County purchases. Establish standards and/or priorities for Purchasing Board approval and ensure standards are met.
  2. Develop and administer a departmental budget to be approved by the Purchasing Board and Commissioners Court.
  3. Contract administration and quality assurance of all County contracts. Review and execute contracts under $50K. Develop, review, evaluate, and supervise the competitive bid process and prepare reports as required.
  4. Administer and supervise formal and informal purchases. Communicate with department heads and employees to determine purchasing needs and assist in securing supplies. Meet with vendors to ensure an available supply of materials.
  5. Supervise the annual inventory, sale, and redistribution of county property.
  6. Coordinate the daily operation of the department. Supervise Purchasing Department staff. Maintain staff training to ensure currency in procedures. Approve the selection of new employees, transfers/promotions, discipline/discharges, and salary increases.
  7. Sign for and be held financially accountable for equipment issues; recommend equipment expenditures.
  8. Participate in activities and duties related to emergency management during a local state of disaster as directed by county managers.
Minimum Job Requirements:
  1. Bachelor’s Degree in Business Administration.
  2. 10 years of governmental/public experience with 2 years in a supervisory management capacity.
  3. Strong verbal and written communication, interpersonal, management, and organizational skills; effective interaction with the public, employees, and officials.
  4. Knowledge of vendors, pricing sources, purchasing techniques, policies, procedures, and statutes regulating purchasing.

Starting salary: Commensurate with qualifications.
