Job summary

Texas Workforce Commission in Austin seeks a procurement professional to support government contracting activities. The role involves gathering requirements, developing scopes of work, and drafting procurement documents.

You will work with staff, vendors, and stakeholders, conduct market research, and help manage project budgets. On-site in Austin with standard business hours and in-person and Teams meetings.

Qualifications

  • Three years of government purchasing experience in Texas.
  • Certified Texas Purchasing Manager or Certified Texas Contract Developer (must be obtained within six months).
  • Two years of experience in purchasing and procurement of goods and services.

  • Performs an array of technical, research, planning, and administrative activities related to agency procurements and contracts.
  • Assists in collection, organization, analysis, and preparation of materials to develop specifications for goods and services.
  • Serves on behalf of senior staff in resolving issues with vendors.
  • Conducts surveys/research to determine appropriate specifications for solicitations.
  • Reviews and evaluates information on goods and services to develop strong solicitation instruments.
  • Assists in developing project budgets by evaluating market information.

WHO YOU ARE: The ideal candidate has strong verbal and written skills, excellent customer service, and must be a team player. You must live in or be willing to relocate to Texas to be considered for this position. The candidate will have the ability to maintain a reliable and consistent work schedule and availability for weekly meetings and group collaboration in person and via Microsoft Teams and other applications during regular business hours.

You Will Be Trusted To
  • Performs an array of technical, research, planning, and administrative activities related to agency procurements and contracts, including interviewing agency program and administrative staff to elicit the information needed to develop a strong, effective scope of work, to identify an appropriate procurement method, to describe deliverables, to develop a work plan, and to identify meaningful performance measures for use by procurement and contract management staff.
  • Assists in the collection, organization, analysis, and/or preparation of materials need to develop specifications for the purchase of goods and services.
  • Serves on behalf of the senior procurement and contract administration staff in resolving issues with vendors.
  • Conducts surveys and/or research to determine appropriate specifications to meet end user needs in the development of a solicitation.
  • Reviews and evaluates information on goods and services to develop strong solicitation instruments.
  • Assists in developing project budgets by evaluating market information on goods and services required.
  • Perform related duties as needed.
You Are a Great Fit With
  • Certified Texas Purchasing Manager or Certified Texas Contract Developer (must be obtained within six months of hiring if not previously obtained).
  • Three (3) years of government purchasing experience in Texas.
  • Experience drafting requests for proposals, requests for offers, requests for information, invitations for bid, sole source justifications, procurement templates and documents for procurements in a government purchasing office.

  • Two years of experience in the purchasing and procurement of goods and services.
  • Relevant academic credits may be applied toward experience qualifications for this position.
