SUMMARY OF JOB

Under the general direction of the Director of Public Works and with minimal supervision, this position performs responsible, professional work coordinating and overseeing medium-to-large or complex capital improvement projects. Responsibilities include project management, construction inspection, training assigned personnel, and serving as supervisor for assigned projects. The position serves as the liaison among contractors, consultants, and City departments and provides regular reports to the Director of Public Works regarding project status, schedules, budgets, construction quality, and issues requiring direction or resolution.

PRIMARY DUTIES AND RESPONSIBILITIES

• Develops, monitors, analyzes, reports, and revises the schedules by obtaining input from knowledge and/or technical sources.
  Manages and initiates review and/or design of engineering projects.
• Manages the selection process and administers consultant services, including negotiating contract terms and fees by negotiating the contract, approving the consultant's product, approving payment to consultant, initiating poor performance remedies, etc.
• Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations, including administering change orders and estimates.
• Develops short- and long-range plans for future to ongoing projects, including estimating timelines for start-up and completion of projects. Develops, maintains, and improves design and construction project management policies and procedures.
• Provides technical advice and assistance to City management, field personnel, contractors, etc.
  Develops and evaluates plans, criteria, etc. for a variety of projects, programs, and plans.
• Meets with project engineers and contractors to discuss and resolve issues related to designs and design changes.
• Coordinates the analysis of site selection by hiring various consultants to develop reports and reviews recommendations with consultants and sponsoring departments.

WORKING CONDITIONS

The Project Manager will work on water, wastewater, stormwater, transportation and other civil engineering projects that serve a higher purpose with greater skill and autonomy. In this exciting opportunity, you will be exposed to all the inner workings of project delivery in the City of Venus. Your direct activities will range from stakeholder engagement, public engagement, consultant oversight and contractor partnering to deliver large civil engineering projects. Capital Delivery Project Managers are at the forefront of positive city wide transformation by managing impactful civil engineering projects from conceptual stage through construction. This position demands meticulous attention to detail coupled with a strategic vision, as our project managers play a pivotal role in overseeing project scope, schedule, and budget. They are instrumental in steering projects seamlessly through every stage of design and construction, ensuring a holistic and successful project delivery.

MINIMUM QUALIFICATIONS

• High School diploma or GED required.
• Five years of progressively responsible experience in public infrastructure construction, construction inspection, or construction project management.
• Five years involving project coordination, contractor oversight, construction supervision, or contract administration. These years may overlap.
• Demonstrated experience with street and underground utility construction. Experience with drainage, lift stations, pump stations, and municipal facilities.
• Ability to read and interpret construction drawings, specifications, surveys, quantities, and engineering details; identify discrepancies and coordinate their resolution with the engineer.
• Ability to evaluate work for compliance with approved plans and specifications, document deficiencies, coordinate materials training, and verify corrective work.
• Experience tracking budgets and schedules; reviewing payment applications, quantities, change orders, and submittals; and coordinating punch lists, closeout, and warranty inspections.
• Ability to prepare clear inspection reports and project updates and communicate effectively with contractors, engineers, developers, residents and City staff.
• Proficiency with Microsoft Office and digital construction documents. Experience with electronic plan review, project tracking, and GIS preferred.
• Valid Texas driver's license, or ability to obtain one upon employment, with a driving record acceptable under City policy.

Minimum Licenses and/or Certifications Required

• Certified Public Infrastructure Inspector (CPII) or able to obtain within (6) months of employment.

• Certified Construction Manager (CCM)
