Responsibilities

  • Complete daily reports documenting progress, delays, issues, and incidents.
  • Attend contractor meetings including pre-construction and progress meetings.
  • Review payment applications for quantities, calculations, and forms.
  • Coordinate third-party materials testing to verify specifications and regulatory requirements.
  • Coordinate with design teams to resolve conflicts per contract terms and codes.
  • Review and verify change orders for accuracy and alignment with design intent.
  • Document design changes during construction and archive as-built plans.
  • Coordinate project close-out and prepare records for archive.
  • Respond to inquiries and escalate issues as needed.

Job description

Purpose:

Under general supervision, this position monitors and inspects routine construction projects or assists with one or more phases of complex projects to ensure capital improvement projects are constructed in compliance with approved engineering plans, contract specifications, and City design and construction standards.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Conducts site visits to monitor and inspect work performed by contractors and to ensure quality and compliance with contract documents, plans, specifications, and safety requirements.
  • Completes daily reports to document construction activities, job progress, delays, issues, and incidents.
  • Attends contractor meetings, including pre-construction conferences and progress meetings.
  • Reviews payment applications to verify material quantities, calculations, and to ensure forms are complete and accurate.
  • Coordinates and monitors third-party materials and utility testing to verify compliance with specifications, standards, and regulatory requirements.
  • Coordinates with design teams to resolve conflicts or unforeseen conditions in accordance with design intent, contract terms, and City codes.
  • Reviews and verifies change orders are complete, accurate, and consistent with contract terms, design intent, and specifications.
  • Documents design changes during construction and ensures final as-built plans are complete and accurately reflect all changes.
  • Coordinates project close-out and prepares project records for archive.
  • Responds to routine inquiries and complaints, keeps project team informed, and escalates issues when necessary.

  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development and contract language, terms, and conditions.
  • Knowledge of horizontal and vertical construction methods, practices, and materials.
  • Skill in determining quality of materials, workmanship, and construction methods.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in establishing and maintaining effective working relationships with City employees and the public.
  • Skill in oral and written communication.
  • Skill in handling and prioritizing multiple tasks.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Ability to read and interpret plans, maps, and specifications and to recognize deviations from plans in construction items.
  • Ability to climb up and down and walk on rough terrain and in confined spaces of construction sites with varying environmental conditions.
  • Ability to work varying work hours to meet project needs.
Position Overview:

This position will coordinate and inspect a variety of moderate to complex construction activities for Capital Delivery Services, Capital Improvement Program (CIP) projects to ensure quality and compliance with contract specications, City codes, and engineered plans.

Salary Range

$27.77 to $33.95

Location:

University Park Building - 3300 N Interstate Hwy 35, Austin, TX 78705

General Work Schedule:

Monday - Friday 7:45 AM – 4:45 PM; No teleworking option available for this position (5 Days in Office)

Minimum Qualifications:

Graduation from an accredited high school or equivalent plus three (3) years of experience related to civil or facility construction, including one (1) year inspecting or overseeing civil infrastructure projects to ensure compliance with contract requirements, specifications and standards.


Education from an accredited college or university in engineering, architecture or construction science may substitute for experience up to three (3) years.

Licenses and Certifications Required:

Valid Texas Class C Driver License.

Preferred Qualifications:
  • Experience in Civil and Structural Facility Construction to include but not limited to water or wastewater treatment facilities.
  • Experience with water, wastewater, storm sewer, concrete structures, road construction, and vertical construction.
  • High-level computer skills to include Microsoft Outlook, Excel and Adobe or Bluebeam.
  • Ability to travel to more than one work location.
