Job summary

The City of Virginia Beach, Department of Public Utilities, seeks a Public Utilities Services Administrator - Finance to oversee financial operations for the water and sewer enterprise fund. You will report to the Director of Public Utilities and engage with City leadership to answer budgetary questions.

Responsibilities include managing a $210M revenue stream, preparing detailed financial reports, and guiding debt administration while supervising a small team of finance professionals.

Qualifications

• Bachelor’s degree in finance, accounting, economics, or public administration; MBA/MPA preferred.
• 5+ years in finance, preferably in utility/municipal settings; strategic planning and data analysis experience.
• Advanced financial modeling in Excel; dashboards in Power BI.

Responsibilities

• Provide financial oversight for billing and reconciliation of approximately $210 million annually.
• Prepare detailed financial reports for water and sewer enterprise fund.
• Administer operating budget and capital improvements; ensure compliance with Master Bond Resolution.
• Oversee general ledger interface to billing system for 135,000+ utility accounts and accounts receivable.
• Coordinate utility revenue bond sales and debt administration.
• Provide analytical and strategic planning support to the utility.
• Manage two direct reports and teams handling accounting, contracts, AP, payroll, and cashiering.
