Job description

Under administrative direction, this position performs administrative work planning, organizing, directing and evaluating the work of the Water and Wastewater Division of the Commission. The primary focus of this position is to see that technical assistance in the Commission regulatory role is provided to public bodies in a manner consistent with the requirements of Commission rules and the West Virginia Code and in conjunction with the other divisions of the Commission. This position directs professional, technical and clerical staff through a subordinate manager level position. Specific duties may include: directs the daily operation of the Division, including the provision of technical assistance and training functions for water and wastewater utilities in the State and the customer assistance and advice to water and wastewater utilities, their customers and the general public; sets the Division's objectives and develops work standards and policies of the Division; coordinates the work of the Division with other Commission divisions and State and federal agencies on water and wastewater issues, including regulation, funding, technical assistance provision, and financial issues; advises the Commission on water and wastewater emerging issues as requested; reviews comments and financial data applications for funding submitted to WVIJDC; conducts periodic review of training seminars conducted for water and wastewater utilities, providing advice and consultation with training staff as needed; teaches at training seminars conducted by the Commission and at water and wastewater conferences; oversees the financial affairs of the Division, which may include review of budget and expenses; approves staff leave and travel requests; and performs other related duties as required.

Training

Bachelor's degree from a regionally accredited four year college or university with a major or minor in accounting, finance, economics, business administration, management, engineering or closely related field, criminal justice or related law enforcement field or admission to the practice of law in West Virginia.

Substitution for Training

Experience as described below may substitute for the required training on a year-for-year basis except for the admission to the practice of law.

Experience

Seven years of full-time or equivalent paid part-time professional experience in a regulated utility, utility regulatory agency, utility consultation, public/business administration, or in accounting or auditing, or engineering, or law enforcement, two years of which must have been in an administrative or supervisory capacity.

Substitution for Experience

Master's Degree in the above areas or approval as a Certified Public Accountant may substitute for two years of the required general experience.

Special salary range for the Public Service Commission:

The Public Service Commission has established a salary range of $102,039 to $133,594 for this classification.
