Job summary

The State of Hawai'i is recruiting for Human Resources Specialist II–IV under the OH-HI project, located in Downtown Honolulu in the Department of Human Resources Development, Employee Relations Division. Levels II–IV offer progressive responsibilities from trainee to senior HR advisory roles, with salary ranges and funding-based hiring rates.

Qualifications

• Basic Education/Experience: A bachelor's degree from a regionally accredited four‑year college or university.
• Specialized Experience: Six months for level II, 1.5 years for level III, and 2.5 years for level IV in HR management functions.
• Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements.

Responsibilities

• Level II: trainee capacity with on‑the‑job training across HR functions; routine assignments.
• Level III: perform moderately difficult, technical HR tasks in classifications, pay, recruitment, training, and labor relations.
• Level IV: handle complex HR problems with advisory service to management.
