Job summary

Northern Wasco County PUD is seeking an experienced Purchasing Specialist II to join its Purchasing team in The Dalles, OR. This full-time, exempt role operates on a hybrid schedule (Mon-Thu 4/10) with at least two in-office days weekly and additional on-site work as needed.

The successful candidate will manage procurement activities, draft RFPs, create and track purchase orders, ensure policy compliance, and provide staff guidance on purchasing procedures.

Qualifications

• Knowledge of public sector procurement principles and competitive bidding requirements.
• Ability to interpret public sector procurement laws and regulations.
• Knowledge of state and local procurement rules and records retention.
• Experience with purchase orders, contracts, and RFPs.
• Ability to assess capital vs O&M expenditures.
• Negotiation skills and contract language drafting ability.
• Proficiency with procurement systems and office software.

Responsibilities

• Ensure compliance with procurement policies throughout the process.
• Review requests and create purchase orders; coordinate with departments and vendors.
• Draft RFPs and contracts; coordinate with legal for terms and conditions.
• Monitor contracts, funding, and scopes of work; manage amendments.
• Prepare procurement reports and identify trends for management.
• Provide training and support on purchasing practices and e-procurement system.
• Support risk management and project procurement activities.
• Foster a respectful, inclusive, and safe work environment.
