Job summary

Northern Wasco County PUD is seeking an experienced Purchasing Specialist II to join our Purchasing team. This full-time, exempt position offers a Monday-Thursday, 4/10 work schedule.

Hybrid eligible with at least two in-office days weekly and additional on-site presence as needed. The role supports procurement activities, reviews requests, creates POs, drafts solicitations, and guides staff on purchasing procedures.

Qualifications

• Bachelor's degree in Business Administration, Supply Chain Management, Public Administration, Accounting, Public Policy, or a related field.
• Associate degree with 3+ years of progressively responsible purchasing, procurement, contract administration experience.
• Five years of related purchasing experience preferred, ideally in public agency or utility.

Responsibilities

• Follow policies and procedures throughout the procurement process.
• Review purchasing requests and create purchase orders (POs).
• Collaborate cross-departmentally on upcoming purchase needs, timeframes and requirements.
• Draft contracts, RFPs and other solicitation documents; coordinate with purchasing manager and legal counsel.
• Review contract changes and ensure adequate funding.
• Determine compliance for special procurements and exempt purchases.
• Prepare and present reports on procurement data and trends.
• Provide training on purchasing practices and the district's electronic procurement system.
• Assist with reviewing open purchase orders for closure.
• Support project managers with risk management guidance and negotiation.
