Job summary

Maryland Department of Juvenile Services (DJS) seeks a Procurement Officer I to handle professional procurement work from initial stages to contract award and execution. The role operates under Procurement Officer III supervision within the DJS Procurement Unit and does not supervise staff.

Responsibilities include developing contract specifications, performance standards, and payment terms, while ensuring compliance with Maryland COMAR regulations and DGS-OSP requirements.

Qualifications

• Six (6) years of experience in procurement or contract management, including bid/builder responsibilities.
• Experience with state procurement laws and regulations (COMAR) preferred.
• Substitution options: professional certification or degrees as noted in state guidelines.

Responsibilities

• Advertise procurements using eMMA and monitor bids and proposals.
• Create and review purchase requisitions in FMIS and eMMA; select procurement methods.
• Draft and manage IFBs, RFPs, and RFQs with deliverables and timelines.
• Procure services, supplies, equipment, and IT per COMAR and DGS-OSP rules.
• Understand SBR, MBE, and VSBE goals and applicable subgoals.
