Job summary

The City of Oakland is seeking an HR Operations Technician (ELDE) to maintain employee records, support payroll, and help improve HR processes within the HRM department. This at‑will, exempt position collaborates with Finance Payroll and HR staff to ensure timely personnel actions and accurate data in City systems.

Qualified candidates will have strong attention to detail, excellent communication, and the ability to work independently or with a team in a fast‑paced municipal environment.

Qualifications

• The minimum qualifications may be satisfied by education/experience equivalent to the stated requirements.
• Two years of technical, clerical, or administrative HR support experience.
• Experience performing data entry, maintaining electronic records, and operating an automated HRIS (HRIS).
• Public sector or municipal experience is desirable.

Responsibilities

• Process HR transactions to ensure timely, accurate delivery.
• Enter master data into the City’s HRMS (Oracle R12).
• Assist with revising and improving technical HR processes and procedures.
• Train HR staff and department users on NeoGov and onboarding/offboarding procedures.
• Enter, review, and audit payroll/HR data with high accuracy.
