Job summary

City of Oakland is seeking a Human Resources Operations Technician (ELDE) to work onsite in Oakland, CA. The role supports HR and payroll operations and maintains employee records in City systems, improving day-to-day HR processes. Comprehensive benefits cover CalPERS, Kaiser health plan, and paid time off.

Salary ranges from USD 68,445 to 84,033 per year with a 37.5 hour work week. This is an at-will ELDE position with Disaster Service Worker designation and requires strong data entry, HRIS,

Qualifications

• Completion of the twelfth grade (equivalent).
• Associate’s degree in HR management, public administration, business management, or related field is desirable.
• Two (2) years of experience providing technical, clerical, or administrative support in human resources, employee benefits, and/or payroll.
• Experience with data entry, maintaining electronic records, and operating an automated HRIS.
• Experience in a public sector agency is highly desirable.

Responsibilities

• Process HR transactions to support timely and accurate delivery.
• Enter master data into the City’s HRMS (Oracle R12).
• Assist with revising and improving HR processes and procedures.
• Train HR staff on NeoGov and onboarding/offboarding procedures.
• Enter, review, audit, and maintain payroll and HR data with high accuracy.
• Maintain employee HR and Payroll data in City systems with Finance Payroll and HR staff.
