Job summary

The City of Oakland is seeking a Payroll Supervisor (Human Resource Operations Supervisor) within the Finance Department’s Payroll Team. You will manage day-to-day payroll processes, develop efficient procedures, create user documentation, and implement payroll solutions to support City employees.

We value leadership, reliability, and clear communication as you oversee payroll for the entire City, balancing multiple tasks under pressure while guiding a team to deliver accurate, timely payroll

Qualifications

• Experience guiding payroll operations and staff.
• Ability to communicate payroll information to employees clearly.
• Familiarity with payroll regulations and internal controls.

Responsibilities

• Direct and evaluate 6 staff in the payroll unit.
• Resolve complex payroll issues and reconcile discrepancies.
• Develop training for payroll staff and operations.
• Interpret and implement payroll policies and procedures.
• Ensure timely payroll processing under deadlines.
• Serve as system security administrator and stay updated on regulations.
• Provide technical resources to payroll staff and operations.
