Job summary

The City of Baltimore seeks a Chief Financial Officer (CFO)-Operations Director II to lead financial strategy for the Police Department’s operations. The role advises the Mayor’s office and City Council on all financial matters, overseeing Fiscal Services, Budget and Grants, and Asset Management.

The candidate will balance strategic leadership with meticulous financial control, experience in public sector finance, and a deep understanding of GASB and procurement regulations.

Qualifications

• Bachelor’s degree required; master’s or CPA preferred.
• At least 10 years of growing financial management experience; 3+ years in a senior leadership role.
• Knowledge of GASB principles, local statutes, and public procurement.

Responsibilities

• Lead agency-wide strategic financial planning to align funds with mission goals.
• Drive savings and optimize resources by renegotiating contracts and streamlining workflows.
• Budget administration for annual operating and capital budgets; present to city budget office and council.
• Oversee federal, state, and local grant applications, allocations, and compliance reporting.
• Prepare financial forecasts, cost analyses, and variance reports for leadership.
• Maintain internal controls and coordinate external audits; supervise payroll, procurement, and asset management.
